- assessing the level of sustained investment required to accelerate the All paths lead to a home – WA’s 10 year strategy on homelessness 2020–2030 and accompanying action plan, and support people experiencing or at risk of homelessness
- undertaking a comprehensive audit of social housing assets, including assessments of housing stock condition and opportunities to extend the life of existing assets, as well as the opportunity to better use land assets
- reviewing the social housing growth targets in the WA Housing Strategy 2020–2030 and setting revised evidence-based net growth targets aligned to forecast need
- monitoring and reviewing the effectiveness of affordable housing mechanisms, including rental and home ownership programs and policy settings
- developing a sustained social and affordable housing investment program informed by regional housing plans (see Recommendation 71a) and in line with revised social housing targets (see Recommendation 72c) and existing affordable housing targets.

More than 2,200 new social housing dwellings have been completed since 1 July 2021. The delivery of the 4,000 homes is due to be completed in 2027. The Government has continued its investment to improve social housing and homelessness services with an additional $400m allocated to the Social and Affordable Housing Investment Fund (SAHIF) for the delivery of additional social and affordable housing projects.

Construction of East Perth Common Ground is ongoing and is on track to reach practical completion by Q3 2025. The public tender for a construction head contractor to build Mandurah Common Ground closed in May 2024. Subject to successful negotiations, award of the tender is on track for August 2024.

Implementation of Western Australia's 10-Year Strategy on Homelessness 2020-2030 is progressing, including the roll out of the Regional Supportive Landlord Model in Geraldton, with 12 of the 13 properties to house rough sleepers at a cost of $5.2m. The Government is also providing $7.5m as part of a $12m project to demolish existing, ageing and no longer fit-for-purpose accommodation units St Patrick's Fremantle and replace these with 28 newly built social housing dwellings. The pilot Djuripiny Mia program is actively supporting more than 145 individuals across 75 active tenancies.

Assessment of the asset portfolio and benchmarking maintenance requirements is underway, to inform future investment. The Building Conditions Assessment (BCA) program has inspected more than 7,000 assets of a pilot of 10,000 properties.
A review of Keystart's product settings has resulted in an increases to the income and property price limits for all Keystart products.
A review of Keystart's shared equity program has commenced to look at the role of shared equity in the housing continuum and explore opportunities to improve the efficiency and effectiveness of the program.
73. Enable and diversify social and affordable housing providers and housing choice by:
- investigating government financing mechanisms, including risk profiles, to support future investment in the sector
- reforming policy to facilitate growth of registered community housing organisations and reviewing existing Community Housing Agreements to address provisions that limit, or disincentivise, the attraction of alternative financing and funding of new projects
- leveraging government land assets, including greater opportunities for leasehold tenure, and providing financial and yield incentives to broaden private sector and institutional investment
- facilitating voluntary participation by tenants and owners in longer-term leases through common and commercially available contracts.

A contractor has been appointed to demolish the former Stirling Towers complex in Smith Street, Highgate, preparing the site for redevelopment.

Negotiations are progressing for three of the four Housing Diversity Pipeline identified sites, being East Parade/Guildford Road, Mount Lawley; East Street, East Fremantle and Brown Street, Busselton. Development WA are releasing a number of brownfield sites to the market for mixed tenure housing, including Pier Street, Perth and Court Place, Subiaco, which will deliver mixed-tenure developments including social and affordable housing.

Implementation of the work plan to support proposed reforms to the operation of community housing is progressing. Sub-committees/working groups have been established to provide informed advice, so the reforms provide meaningful change. In April 2024, the Community Housing Policy Working Group was established.
74. Respond to the need for affordable and available housing in regional areas by:
- establishing the principles, criteria and models for government housing intervention in regional locations that are demonstrating market failure, informed by regional housing plans
- independently reviewing all regional officer housing assets and programs across the public sector, including the Government Regional Officer Housing program, to assess and identify:
- implementation status and application of previous reviews
- effectiveness, efficiency and value for money, particularly in regard to duplicate programs being operated by multiple state agencies
- opportunities to consolidate housing programs across state agencies
- ability to respond to state agency and tenant needs
- appropriateness of models to specific regional property markets, including the risks of negatively impacting local market conditions
- opportunities for improvements in effectiveness, efficiency, value for money and responsiveness to the needs of agencies, tenants and regional locations
- investigating innovative models for implementation that would provide high-quality regional officer and other key worker housing, while managing the cost to government.

Current Implementation Progress
The Government Response notes that existing activities, such as regularly reviewing its portfolio of regional officer and key worker housing, address this recommendation, so no further government action has been identified. IWA notes a range of initiatives are being progressed that are targeted at addressing regional housing challenges and encourages ongoing attention to meeting regional housing needs.
75. Improve Aboriginal housing outcomes and enable options for housing infrastructure by:
- ensuring Aboriginal social and affordable housing activities and targets correspond with Target 9 of the National Agreement on Closing the Gap to increase the proportion of Aboriginal and Torres Strait Islander people living in appropriately sized (not overcrowded) housing to 88% by 2031
- delivering sustained investments in Aboriginal housing and capacity building of Aboriginal Community Controlled Organisations to embed housing services into strategic organisational plans, attract and retain skilled staff, and deliver meaningful associated training opportunities, in accordance with Recommendation 6 in the Aboriginal cultural heritage, wellbeing and enterprise chapter
- developing a clear, targeted social impact strategy to demonstrate housing need, to seek required funding from the Australian Government, as well as attract diverse financial participation from the private sector where possible.

DoC is progressing activities to strengthen the ACHO sector and contribute to Outcome 9 of the National Agreement, with 2 goals being pursued. The first being to confirm the strengths and needs of the ACHO sector to understand opportunities and challenges for sector growth, and secondly to assist ACHOs to achieve community housing registration and facilitate access to more funding opportunities to increase community housing supply. The Housing and Community Infrastructure Partnership Planning Group Work Plan 2024-25 focuses on developing place-based responses to the drivers of overcrowding (Target 9a) and to compiling data on essential service provision in all of the State's remote communities with a population of 50 or more (Target 9b). Plans for the Remote Communities Fund housing investment ($140m), including locations and schedule, were confirmed in H1 2024.
76. Alleviate demand on hospitals and support budget sustainability by:
- fast-tracking the implementation of the Sustainable Health Review to transition the health system to a person-centric, preventative and community-based public health system and ensuring there is adequate capacity within responsible agencies to support this
- providing publicly available progress reporting at least annually on Sustainable Health Review reform outcomes to support accountability and transparency.

Implementation of the SHR Delivery program is ongoing, with the SHR reset (identifying six focus areas) more than halfway through its 2-year implementation period. Progress towards whole of system transformational change is continuing, with implementation of most SHR recommendations on track. Prevention, partnerships and progressing equity in health outcomes continues to be embedded in the delivery of SHR focus recommendations, which will support cross cutting SHR Foundational Priorities, with an Embedding Foundational Priorities Framework established and operational. Implementation of priorities under the WA Health Promotion Strategic Framework (2022-2026) is ongoing. Service delivery and funding reforms are also ongoing.

Implementation of SHR focus recommendations is progressing which is driving reforms to address timely access to outpatient services, models of care for people with complex conditions who are frequent presenters, a new approach supporting models of care and joint commissioning, 10-year digitisation, culture and innovation, and workforce. Key updates include continued progress of the Smart Referrals WA Project, ongoing development of the Demand and Capacity model, delivery of the Digital Medical Record into 31 sites and provision of funding for Tranche 1 of the Electronic Medical Record Stage 2 Business Case, and finalisation of the WA Health Workforce Strategy 2024 and associated Implementation Plan.

77. Address gaps in the health system service and infrastructure planning by:
- prioritising finalisation of the review of the WA Health Clinical Services Framework 2014–2024 to provide a basis for system-wide service and infrastructure planning
- finalising development of the 10-year state health plan, including integrated clinical, infrastructure, public health, digital and workforce planning, to inform health service and infrastructure priorities.
- establishing an agreement for a sustainable funding footprint to support change and investment required in the health system in line with the 10-year state health plan
- preparing an annually updated system-wide strategic asset plan that meets the requirements of the Strategic Asset Management Framework
- completing a full review of the Western Australian Mental Health, Alcohol and Other Drug Services Plan 2015–2025 to ensure it continues to drive long-term system reform
- assessing options for private and/or not-for-profit healthcare providers to augment the public health system, such as public–private partnerships (where appropriate) and medi-hotels, when planning for health services infrastructure
- strengthening lifecycle asset management maturity within the health system, including:
- enhancing the capacity of the Department of Health, Mental Health Commission and Health Service Providers to undertake system-wide infrastructure planning and prioritisation
- consistent with Recommendation 42a in the Asset management chapter, allocating budget to enable the Department of Health, Mental Health Commission and Health Service Providers to implement fit for purpose asset management planning and systems to ensure health infrastructure, plant and equipment is functionally fit for purpose.

The CSF 2023 Addendum (metropolitan) was endorsed in December 2023. Speciality reviews that will update service definitions and role delineations are progressing in the areas of Renal Dialysis, Cancer Services, Maternity (Gynae oncology) and Neonates. An online electronic platform is currently in development to support a contemporary and easily updatable CSF.

A draft State Health Plan has been developed, with finalisation anticipated by the end of 2024.

Action is complete, noting that a prioritisation framework, developed and endorsed by WA Health, was rolled out as part of the 2024-25 Budget process. The updated SAP framework was finalised in January 2024, and will be used to support development of 2025-26 SAPs.

The MHC is currently developing its five-year Mental Health and AOD strategy that will commence in 2025. The Strategy will encapsulate whole of system priorities to inform future commissioning intentions. The MHC is also progressing through focus areas detailed in the MHC's ACP 2023-2030 edition.

The SHIP is being developed in two stages, with the first being a high level overview of the SHIP and the future planned works to meet the clinical services demand within the WA Health system over the next 10 years. This component of the SHIP is intended to be finalised in 2024. The second stage is intended to incorporate the finalised outcomes of the Clinical Services Framework and Demand and Capacity Modeling, and will be used to support both the SAP and the SHIP.
78. Reduce demand on hospitals by increasing investment in community-based services, including:
- rebalancing and accelerating investment towards community-based mental health services and facilities, such as supported accommodation, and integrating mental health services into hospitals to address inpatient capacity shortfalls
- working with the Australian Government to prioritise and expand the role of primary health care in providing more integrated, community-based health services that leverage capacity and support early intervention
- working with the Australian Government to investigate and invest in innovative models of community-based primary health services and facilities, such as urgent-care clinics and co-located primary and allied healthcare hubs
- expanding application of digital technologies, such as telehealth and remote inpatient monitoring, to improve health services’ quality and accessibility across WA.

Funding provided as part of the 2024-25 Budget for the Health Navigator Pilot Program (NHPP) to continue in the current Mirrabooka and South West sites to 2025-26. The DoH will continue to partner with organisations to deliver patient centred and improved health outcomes for children in care via the HNPP. DoH continues to support and and provide input to National Health Reform Agreement negotiations to provide ongoing advocacy for a better share for WA. The WA Government partnered with the aged care sector to deliver the nation-first Older Long Stay Patients to Respite Pilot, facilitating the discharge of 240 patients in 2023-24.
Continued advocacy through jurisdictional forums for a greater role of the National Disability Insurance Scheme Quality and Safeguard Commission is ongoing to ensure the disability care workforce has the appropriate skills to support the health needs of people with disability in the community.
79. Support refocusing of the health system from hospitals and acute care to community-based services by undertaking targeted investment to modernise hospitals and address capacity gaps, including:
- subject to Recommendation 77a, developing a roadmap for the planning and redevelopment of Royal Perth Hospital, considering any investment required to extend its life without adversely impacting health outcomes
- subject to Recommendation 77a, developing a roadmap for the planning of and future investment in Sir Charles Gairdner Hospital
- informed by outcomes of the Graylands Reconfiguration and Forensic Taskforce, prioritising investment to continue the services provided at Graylands Hospital and Selby Lodge through a new or redeveloped facility or facilities or other appropriate models of care, and to transition patients to suitable accommodation, where necessary
- informed by outcomes of the Graylands Reconfiguration and Forensic Taskforce, prioritising investment in forensic mental health services to ensure appropriate, secured facilities for people with a mental illness involved in the state’s criminal justice system.

East Metropolitan Health Service (EMHS) has completed a self-assessment of Clinical Services Framework Capability levels. EMHS continues to progress planning for the redevelopment of Royal Perth Hospital (RPH). Through the 2024-25 Budget EMHS received $6.5m in funding to replace plant and other minor works.

North Metropolitan Health Service (NMHS) are progressing Clinical Service Planning to improve assessment of capacity requirements for NMHS. A Clinical Services Strategy is also being developed to identify planning priorities for clinical services over the next 3 years and a vision with a 10-15 year outlook. Key planning and infrastructure projects that are progressing include the new Women and Babies Hospital, Osborne Park Hospital Master Planning, Grayland Reconfiguration and Forensic Taskforce and Joondalup Health Campus Redevelopment.

The 2023-24 State Budget allocated $218.9m (inclusive of $14.8m from the Australian Government for a forensic youth service via Community Health and Hospitals Agreement) over 2023-24 to 2026-27 for Stage 1 of the GRAFT Program. The Stage 1 Business Case is in development and planned to be delivered to Government by the end of 2024. The development of future business cases will be staged.

Further projects have been added to the Digital Portfolio. Delivery of Electronic Medical Records is on track with deployment expected by mid-2025. The 2024-25 State Budget allocated $104.1m for Tranche 1 of the Stage 2 Business Case. A Project Definition Plan is being developed.
