Directions for the 2027 Strategy Paper
The Directions for the Strategy is the first step in developing the next Strategy, which is due to the Premier in 2027. It sets the strategic direction by outlining a bold vision and four Focus Areas that will guide research, engagement and recommendations over the next 18 months.
Building on the foundations of IWA’s inaugural 2022 Strategy – whose recommendations remain active until fully implemented – this paper marks the beginning of a new phase in shaping WA’s long-term infrastructure future.

Focus Area Investigations
Focus area investigations will commence in mid-2025 and continue into 2026.
This vision is underpinned by four strategic Focus Areas, each addressing WA's most critical infrastructure challenges and opportunities between now to 2050. IWA will examine these Focus Areas in detail over the next 18 months, culminating in detailed infrastructure roadmaps and recommendations to Government. These will ensure that future investment delivers maximum impact - supporting economic transformation, social inclusion, and environmental sustainability and building long-term resilience across the state.

Focus Area 1: Infrastructure to drive Greater Perth's growth and liveability
This focus area involves identifying the roadmap of productivity and liveability boosting, city-shaping infrastructure required to drive Greater Perth's next phase of growth as a world-class metropolis and engine of innovation and growth. Greater Perth encompasses the broader footprint of the state's biggest city, extending across the Perth and Peel regions, projected to grow by over 1 million people by 2050.
Focus Area 2: Infrastructure to unlock the potential of Regional WA
This focus area involves identifying the roadmap of infrastructure needed to drive the transformation of regional communities and economies at the forefront of Regional WA's growth. It aims to enhance the liveability, resilience and appeal of regional areas - particularly Regional Centres, which serve as the main service hubs in their regions, and remote Aboriginal communities, to support connection to Country.
Focus Area 3: Infrastructure to adapt WA to climate change
This focus area involves identifying the role the infrastructure system will need to play to support communities and industries adapt to the increasing pace and impact of climate change, including managing the impacts of acute shocks (like natural disasters) and chronic stresses (like increasing droughts and sea level rise). It will focus on ensuring WA has a world-class system of infrastructure that supports liveability, economic growth and diversification and system-wide resilience.
Focus Area 4: Infrastructure to power WA's green economy transformation
This focus area involves identifying the role the infrastructure system will need to play to achieve WA's goals of becoming a global leader in green energy and manufacturing, reshaping our state and national economy. The focus area will identify the key infrastructure investments and reforms needed for WA to attract, lock in, and deliver large-scale renewable generation, distribute it to green energy-powered industries and send our products all over the world.
