IWA Update: August 2024

<h3>From the CEO</h3><p>With the 2023-24 financial year having come to a close, the Infrastructure WA (IWA) team has been busy making progress on a number of fronts.</p><p>Kicking off the calendar year the Infrastructure Proposals team made their way through the influx of major infrastructure proposal assessments (MIPA) tied into the 2024-25 Budget cycle, completing 5 step 3 MIPAs out of the total of 11 conducted over the full year. Over the last 2 years, the IWA team has collected feedback in the interim Guidelines from stakeholders which has now informed the updated guidance. To further assist agencies, IWA will be introducing subject guides to support the development of major infrastructure proposals. These guides will cover topics reflecting IWA's observation of emerging requirements for infrastructure proposals of Aboriginal Participation, Decarbonisation of Infrastructure and Application of Digital to Infrastructure Proposals. The guides are currently being refined following feedback to date from agencies and targeted further consultation. These guides are expected to be released throughout 2024-25. Thank you to our stakeholders for their valuable feedback and input through this process.</p><p>In March, we had the opportunity to host the WA Connect Symposium and Supplier Showcase in collaboration with the Infrastructure Sustainability Council, Department of Transport and the Office of Major Transport Infrastructure Delivery. The initiative allowed us to progress fostering connections among suppliers, contractors and asset managers with the aim of advancing towards a more sustainable future for WA's infrastructure system.</p><p>That same month the refreshed External Stakeholder Reference Group (ESRG) convened for a second time with discussion being focused around feedback on the inaugural <a href="https://www.infrastructure.wa.gov.au/implementation-progress-report-december-2023">State Infrastructure Strategy Implementation Progress Report</a>. Additionally, the ESRG were invited to provide initial thoughts on draft principles being developed to guide the approach of the next state infrastructure strategy.</p><p>Hosted by Aurecon in May 2024, the IWA toured Murdoch University's Boola Katitjin as an opportunity to visit an award-winning delivered project that has placed sustainability and connection to Country at the core of its design.</p><p>The team have made significant progress across the strategic asset plan reviews; submitted its 2024 advice to government to be considered as part of the 2025 State Infrastructure Program; finalising the approach of the next state infrastructure strategy; and advancing actions to address IWA's assigned recommendations from the 2022 State Infrastructure Strategy.</p><p>Keeping the momentum going the team will be focused over the next financial year on achieving deliverables as set out in our released <a href="https://www.infrastructure.wa.gov.au/annual-work-program-2024-25">2024-25 Annual Work Program</a>.</p><p><strong>Phil Helberg</strong></p><p>Chief Executive Officer, Infrastructure WA</p><hr><h3>New IWA Board Members</h3><p>From early August, IWA farewelled 2 of our inaugural Board members, Terry Agnew and Kerryl Bradshaw, as their terms came to an end. IWA thank them both for their commitment and invaluable support over the past 5 years.</p><p>Filling these vacancies IWA are pleased to welcome John Galvin and Fiona Hick as members to the IWA Board for terms until 31 December 2026. We look forward to the valuable perspectives and expertise they will bring to the Board.</p><p>Additionally, the WA Government has made the re-appointments of:</p><ul><li>Ms Nicole Lockwood continuing as Chairperson until 30 June 2026</li><li>Hon Jay Weatherill AO as Deputy Chairperson until 31 December 2027</li><li>Ms Rebecca Tomkinson as a member until 30 June 2026.</li></ul><p>Further details on these appointments are available within the Premier's media statement <a href="https://www.wa.gov.au/government/media-statements/Cook%20Labor%20Government/New-appointments-to-the-Infrastructure-WA-Board-20240806">here</a>.</p><hr><h3>State infrastructure strategy (Strategy)</h3><h5>Implementation Progress Report</h5><p>The Department of the Premier and Cabinet is in the process of collecting state agency updates on implementation progress of the 2022 Strategy recommendations over 2023-24. This data will go on to inform IWA's 2024 Implementation Progress Report (IPR) which will be published in the last quarter of 2024.</p><p>Work is also being undertaken to improve the layout of the IPR from the <a href="https://www.infrastructure.wa.gov.au/implementation-progress-report-december-2023">December 2023 report</a>, with the intent to shift to a more dynamic and navigable format.</p><h5>IWA assigned recommendations</h5><p>Internally, progress is being made on 2022 Strategy recommendations where IWA has been identified as lead or co-lead and endorsed by the <a href="https://www.wa.gov.au/government/state-infrastructure-strategy-foundations-stronger-tomorrow-wa-government-response-2023">WA Government Response</a>.</p><p>Tasked with investigating the development of a digital-first infrastructure policy as identified at recommendation 2 of the 2022 Strategy, IWA have developed a policy scoping document which identifies 11 draft recommendations for the WA Government's consideration of the progression of a policy.</p><p>Under recommendation 14, IWA has developed and submitted advice to the Department of Treasury outlining interventions for possible action and capacity building activities, with an aim to improve business case quality and emphasise the importance of sustainability into the Strategic Asset Management Framework. As mentioned earlier, IWA is finalising subject guides to supplement the Major Infrastructure Proposal Assessment Guidelines with one focusing on the decarbonisation of infrastructure.</p><h5>Next Strategy</h5><p>The team has also turned their attention towards preparing for development of the next Strategy. To date, the IWA team has workshopped with the Board a change of approach in development of the Strategy. While the inaugural 2022 Strategy was intentionally broad in scope IWA are now working on identifying and prioritising focus areas for the next iteration. In addition to finalising the approach to the Strategy, over the coming months the team will be focusing on refreshing the <a href="https://www.infrastructure.wa.gov.au/state-infrastructure-strategy/recommendation-14">2022 Strategy </a>vision and objectives and subsequently testing the direction and themes with its stakeholders.</p><hr><h3>Data Hub</h3><p>IWA in collaboration with the Office of Digital Government (DGov) is creating a centralised data repository with the aim to provide a holistic view for current and projected infrastructure demands of the state, to facilitate improved long-term infrastructure planning, investment and delivery.</p><p>Phase 1 of the Data Hub project has been completed with the creation of an internal data repository with basic analytic and dashboard reporting functions going live internally for IWA and DGov in May.</p><p>Phase 2 will expend the current data platform and integrate advanced analytics and scenario modelling capabilities, with the goal to improve IWA's decision-making processes and strategic planning by leveraging data-driven insights and predictive modelling techniques to support its functions and outputs. This phase will also focus on strengthening internal IWA capability and capacity in this area, aligning with Recommendation 4 of the 2022 Strategy.</p><p>This initiative will be critical through the development of the next Strategy, formulating IWA advice for the State Infrastructure Program and assessing governments infrastructure proposals.</p><p>Should agencies have any questions on the Data Hub or would like to be involved the Corporate Initiatives team can be contacted at <a href="mailto:enquiries@infrastructure.wa.gov.au">enquiries@infrastructure.wa.gov.au</a>.</p><hr><h3>Strategic asset plans (SAPs)</h3><p>Continuing to improve asset management and planning across the sector, IWA has completed 26 reviews of 2024-25 SAPs. We'd like to thank state agencies and government trading enterprises for their participation and provide our congratulations on another year of improvement. This year found the highest annual improvement in average score since IWA commenced provided SAP-review feedback 4 years ago.</p><p>For a second year in a row, we've found significant improvement on the section identified in the previous year as needing the greatest improvement, with this year being on demand forecasting. Improvements in this area make an important contribution to the evidence base IWA uses to develop long-term infrastructure advice.</p><p>While improvements have been found across the board, IWA would like to acknowledge Water Corporation's 2024-25 strategic asset plan. this year their plan produced the highest rankings of alignment against both:</p><ul><li>The Department of Treasury's Strategic Asset Management Framework SAP guidelines</li><li>IWA's focus areas and functions, the WA Government Response and the State Infrastructure Program.</li></ul><p>From now until September the IWA team, in collaboration with the Departments of Finance and Treasury, will be in touch with agencies to provide feedback on their SAP reviews.</p>

<p>As we reflect on the beginning of 2023, we were pleased to welcome two new Board members, Dr Richard Walley OAM a Nyoongar man of the South West region, recognised for his significant contribution to the promotion of Nyoongar Culture and the Arts; and Hon Jay Weatherill AO the 45th Premier of South Australia, who also serves as an industry Professor at the University of South Australia.</p><p>February marked a milestone with the release of the much-anticipated WA Government Response to the 2022 State Infrastructure Strategy (SIS). The government supported 98% of the 93 recommendations, either in full or in part – testament to the team’s significant consultation and engagement, and research and analysis that informed the Strategy. This endorsement not only initiated the process of implementing these recommendations and embedding them into government’s activities and work programs, but also marked the commencement of IWA’s legislative function in reporting on progress of implementation. While good progress is being made across many of the committed actions there are some areas where IWA encourages ongoing focus, including Aboriginal engagement across the infrastructure life cycle, improving housing diversity and supply, and better understanding the infrastructure needs and coordination required to support the energy transition.</p><p>June saw IWA submit its first suite of advice to government to help inform development of the SIP, which offered insights into significant infrastructure investments, needs and challenges, as well as some potential options to address these matters over the 10-year period. Our Reflect RAP sets out our vision to strengthen relationships and contribute to closing the gaps in opportunities and well-being.</p><p>Following Board endorsement in June, IWA has been working in collaboration with DPC’s Office of Digital Government to develop an infrastructure Data Hub. The project presents an opportunity to realise whole-of-government benefits through the establishment of a reliable centralised source of infrastructure information that is accessible across the public sector. The team is set to engage extensively with key agencies, progressively building the data repository, and enhancing the platform’s capabilities in 2024 to fully realise the benefits of the initiative.</p><p>2023 has seen a real acceleration of our Major Infrastructure Proposal Assessment (MIPA) function. The MIPA team has conducted 17 assessments this year and is preparing to implement the updated guidelines, which integrate valuable insight gained throughout the evolution of the function. These updated guidelines are scheduled for release in the new year, supported by an awareness and engagement program to assist agencies.</p><p>This year's annual review of Strategic Asset Plans (SAP) involved formal examination of 30 agency SAPs, with key findings reflecting an overall uplift in quality and demonstrating the continuous improvement efforts and growing maturity across government. In partnership with the departments of Treasury and Finance, IWA remains committed to working collaboratively with agencies in 2024 to further build understanding and support enhanced capacity and capability in asset management.</p><p>November 2023 also saw the re-establishment of IWA’s External Stakeholder Reference Group, which was originally formed in 2020 and was instrumental in the early stages of developing the SIS. The first meeting was insightful and enabled us to collect valuable information and feedback to inform further engagement throughout 2024.</p><p>IWA also hosted a strategic asset management workshop in November that highlighted advancements in asset management within government agencies. Building on the work we have done with the Department of Finance and Treasury, the workshop emphasised the importance of modern practices in data management as well as an engaged culture for implementing better asset management practices. The workshop also included networking time to foster collaboration across the public sector and support the potential development of a community of practice in 2024.</p><p>Looking ahead work planned for early in the new year will be crucial in establishing the strategic vision and objectives that will define the next SIS. The development of an Aboriginal Participation Strategy will also be a focus for the agency, which aims to help formalise IWA’s ongoing approach to genuine and meaningful participation and engagement with Aboriginal and Torres Strait Islander peoples.</p><p>We will also focus on progressing the implementation of relevant supported SIS recommendations where IWA is designated as a lead or co-lead agency. These include the development of a draft digital-first smart infrastructure policy for government consideration, advice outlining the integration of sustainability within strategic asset management processes, and an investigation into the merits of embedding benefits management plans and post-completion reviews for MIPA proposals and programs within the government’s asset management processes.</p><p>In addition, IWA, in partnership with the Infrastructure Sustainability Council and the Office of Major Transport Infrastructure Delivery, will be hosting a sustainability innovation event on 13 March 2024. The primary objective of this event is to help further foster a collaborative environment that bridges the gap between government agencies, as asset owners, and forward-thinking innovators and suppliers in the realm of sustainable products. First progress report on 2022 State Infrastructure Strategy released

<p>Infrastructure WA has today released its inaugural annual <a href="https://www.infrastructure.wa.gov.au/implementation-progress-report-december-2023">Implementation Progress Report</a> on the <a href="https://www.infrastructure.wa.gov.au/state-infrastructure-strategy"><em>State Infrastructure Strategy - Foundations for a Stronger Tomorrow</em></a><em>.</em></p><p>The report, which covers the period between February and June 2023, outlines the actions of 26 lead government agencies and trading enterprises in implementing the strategy's recommendations, taking into account the Western Australian Government's <a href="https://www.wa.gov.au/government/state-infrastructure-strategy-foundations-stronger-tomorrow-wa-government-response-2023">Response</a> to the Strategy.</p><p><em>Foundations for a Stronger Tomorrow</em> made 93 recommendations aimed at enhancing the economic, social and environmental outcomes delivered through the State's infrastructure system. It highlights the need to build smart, integrated, sustainable and resilient infrastructure that maximises value to the community and industry.</p><p>In its response to the strategy, the State Government committed to 143 actions against the strategy recommendations. The Department of the Premier and Cabinet has further refined this program of work, identifying 156 reportable government actions led by 26 lead agencies and government trading enterprises. Of these actions, 10 have been completed, 135 are in progress, and 11 are set to commence in coming years.</p><p>The report found that good progress has been made in implementing many of the strategy's recommendations. <h3>From the Acting CEO</h3><p>Our Planning and Strategy team are working hard to prepare IWA’s first annual Implementation Progress Report on the Foundations for a Stronger Tomorrow State Infrastructure Strategy 2022 (Strategy). This report serves as a vital tool for enhancing visibility around the implementation of supported recommendations, and will offer insights into related activities occurring across government. </p><p> </p><p>In the preparation of this report, IWA is carefully considering the WA Government’s response to the Strategy, progress status updates provided by agencies and GTEs, and information within the government’s inaugural 10-year <a href="https://www.wa.gov.au/government/2023-state-infrastructure-programme"><span>State Infrastructure Programme</span></a> released in August. </p><p>The first report is expected to be finalised and published by the end of the year. </p><p> </p><p>IWA is also responsible for leading 5 of the supported recommendations. As outlined in our recently published 2023/24 Annual Work Program this financial year we are particularly focussed on drafting a digital-first smart infrastructure policy in collaboration with the Department of the Premier and Cabinet’s Office of Digital Government and developing advice on embedding sustainability into asset management processes together with the Department of Treasury. </p><p> </p><p>We have also recently reviewed our Major Infrastructure Proposal Assessment (MIPA) Guidelines to capture lessons learned from the first 18 months of operation and in consideration of targeted infrastructure programs. The revised Guidelines, which are currently with the Premier for final approval, will provide agencies and GTE’s with improved guidance on how to navigate MIPA requirements, the steps under which proposals are progressively assessed and the support available from IWA during the process. Once approved they will be published on IWA’s website, with a number of information sessions being planned for agencies to attend. " width="400" height="403"></p><p> </p><p>The artwork symbolises the recognition of history, connection to culture, Country, and land and how they incorporate themselves within the branching Indigenous communities across WA. </p><p> </p><p><span><strong>Owen Thomas</strong></span><br><span>Acting Chief Executive Officer, Infrastructure WA</span></p><p> </p><hr><p> </p><h3><span>Another first for IWA</span></h3><p>Since our last newsletter, IWA developed and piloted what is proposed to become an annual infrastructure portfolio appraisal process, which informed our advice to government and content for its’ inaugural annual <a href="https://www.wa.gov.au/government/2023-state-infrastructure-programme"><span>State Infrastructure Programme</span></a> (SIP), which was released on 11 August 2023.</p><p> </p><p>IWA’s advice to help inform the SIP focuses on outlining anticipated significant infrastructure needs, opportunities, challenges and proposal options emerging over the 5–10-year period outside the current State Budget, and is intended to help inform future government planning and priorities.</p><p> </p><p>As part of its work IWA identified four key strategic areas for ongoing focus: </p><ol><li>A more substantial energy infrastructure roadmap would be beneficial in supporting government to achieve the state’s decarbonisation goals. </li><li>A balanced approach to housing supply is required to close gaps across the housing continuum. </li><li>The sustainability and resilience of WA’s growing infrastructure portfolio will require increasingly careful management. </li><li>Greater local construction sector capability and capacity is required to deliver the state’s infrastructure needs over the next decade. </li></ol><p> </p><hr><p> </p><h3>Strategic Asset Plans on the right track</h3><p>IWA continues to work with key stakeholders, including the Department of Treasury and the Department of Finance on opportunities to improve asset planning and management across the public sector. To support related activities across government, and effective implementation of the <a href="https://www.wa.gov.au/government/document-collections/strategic-asset-management-framework"><span>Strategic Asset Management Framework</span></a> (SAMF), IWA reviewed thirty-six Strategic Asset Plans (SAPs) submitted as part of the 2023–24 State Budget process and continued its engagement with state government asset owners on these reviews and wider asset management activities.</p><p> </p><p>The review work IWA undertakes, which aligns with key recommendations in the Strategy, is critical to building our own strategic planning knowledge, and supports information sharing across government.</p><p> </p><p>Overall it was pleasing to see progress being made across most of the improvement areas identified last year, which is reflective of the efforts being made by various agencies across government. As an example most SAPs now align with SAMF and are becoming more cohesive and integrated with clearer logic and flow.</p><p> </p><p>However, the greatest area of improvement relates to the asset portfolio review sections, including stocktake and evaluation. This indicates a better understanding of the current asset base, which aligns with <a href="https://www.infrastructure.wa.gov.au/state-infrastructure-strategy/recommendation-41"><span>recommendation 41</span></a> in the Strategy to improve asset management practices across the public sector, and will ultimately assist Government to make more informed asset investment decisions. </p><p> </p><hr><p> </p><h3>I-bodies unite</h3><p>Decarbonisation of infrastructure and Aboriginal participation and engagement were hot topics at the latest infrastructure bodies Chairperson and CEO meeting in Sydney recently.</p><p> </p><p>Infrastructure Australia (IA) provided an update on current Commonwealth decarbonisation work plans, highlighting recent developments including the announcement of sector decarbonisation plans. Our Chairperson and Independent Chair of <a href="https://www.infrastructurenetzero.org/"><span>Infrastructure Net Zero</span></a> (InfraNZ) Nicole Lockwood gave an overview of the recently launched InfraNZ initiative, which is focussed on bridging the gap between climate change and emissions targets and projects.</p><p> </p><p><img src="https://assets-oce.mkt.dynamics.com/0a5603ca-2247-4f42-8f45-b11ca7dd4e7e/digitalassets/images/159690c9-a35d-ee11-8def-6045bd3d30ea?ts=638314636586719190" alt="" width="450" height="338"></p><p> </p><p>The challenge of decarbonisation to Net Zero to 2050 is faced by all sectors and jurisdictions. Some of the emerging barriers to progress relate to duplication of effort and knowledge silos. Recognising this, the national I-bodies have agreed to collaborate and share information on different aspects of the problem, from establishing methods for measuring embedded carbon to carbon management in procurement. The key benefit will be a more unified and consistent approach at a national level, with better integration of lessons learned across states and sectors.</p><p> </p><p>IWA is also collaborating with IA to drive First Nation outcomes through infrastructure by developing Aboriginal participation document guidelines for infrastructure planning and development processes. These guidelines will include recommending early-stage participation from Aboriginal representatives in the communities that government and private industry operate in. In an effort to share knowledge, aim for best practice and have impact through our sphere of influence, this important body of work will include cultural recognition and input into design, procurement and employment opportunities, heritage management and consideration for Aboriginal governance. </p><p> </p><hr><p> </p><h3>Global sustainability trends</h3><p><span>Sustainability, innovation, resilience and critical issues that are facing the infrastructure industry were discussed at the Infrastructure Sustainability Council’s (ISC) Connect </span><a href="https://iscevents.eventsair.com/isc-connect-au-2023/"><span>conference</span></a><span> in Melbourne this month, attended by our CEO Phil Helberg. Attendees heard from a variety of Australian and international industry experts over the 3 days. Mike Kilburn (Director of Infrastructure Net Zero) and Dena Jacobs (Executive Director of Infrastructure NSW) joined other speakers to discuss the journey to Net Zero. With Infrastructure enabling close to 70% of emissions, coordination, policy development and emissions budgets will help the world on its journey of energy transition. The session on Embedding sustainability in infrastructure from the outset was also beneficial, promoting a focus on total life cycle outcomes and results. </span></p><p> </p><p><img src="https://assets-oce.mkt.dynamics.com/0a5603ca-2247-4f42-8f45-b11ca7dd4e7e/digitalassets/images/87179989-a45d-ee11-8def-6045bd3d30ea?ts=638314639869440309" alt="Highlights from the Infrastructure Sustainability Council's Connect conference in Melbourne." width="540" height="317"></p><p> </p><p>Congratulations to the Office of Major Transport Infrastructure Delivery (OMTID) for winning the Industry Impact Public Sector Award. OMTID, a mixed team of both Main Roads WA and the Public Transport Authority, have championed the use of recycled materials for projects and developed a Materials Reuse Platform to list excess materials.</p><p> </p><p>The South West Gateway Alliance (SWGA) won the Excellence in both Social and Economic Outcomes awards for the <a href="https://www.mainroads.wa.gov.au/projects-initiatives/all-projects/regional/bunbury-outer-ring-road/"><span>Bunbury Outer Ring Road</span></a>. SWGA was commended for their focus on procurement and local business engagement and creating opportunities for lasting social and economic improvements within the South West and having a sustainable workforce strategy. SWGA’s Yaka Dandjoo program builds meaningful career pathways for young people, women, people over 45 years of age, and Aboriginal people. Since its launch in October 21, 60% of the graduates have been female and 60% have been Aboriginal. A really impactful program well done SWGA. </p>

Reflect Reconciliation Action Plan launched

<p>On August 16 we launched our Reflect Reconciliation Action Plan (RAP). Nyungar Elder Neville Collard opened with a Welcome to Country and we were joined by Reconciliation WA, Development WA and Nani Creative sharing a morning tea by All Good Grub catering.</p><p>The RAP recognises the opportunities IWA has to contribute to reconciliation in the workplace, but also within the environment in which it operates. It clearly sets out the steps to be taken to prepare for reconciliation and is aligned with the agency’s corporate values.</p><p>Our RAP vision is for a unified Australia where Aboriginal and Torres Strait Islander peoples, communities and their diverse cultures are acknowledged, respected and celebrated.RAP actions will be Implemented and integrated into all aspects of our operations. Initiating this process has demonstrated IWA’s commitment to promoting and facilitating reconciliation, with the development of its Reflect RAP as the first step in the agency’s reconciliation journey.</p><p>Through a RAP implementation plan actions will be tracked, measured, and reported on through the working group, which will support the development of future RAPs by identifying meaningful and mutually beneficial activities that make a genuine contribution to reconciliation.</p><p>In addition, IWA has committed to ensuring appropriate and meaningful engagement with Aboriginal and Torres Strait Islander people across all of its functions. As a result of this, the team have initiated the consultation process to develop an agency-wide Aboriginal Participation Strategy. <h3>From the CEO</h3><p>From workshops, design concepts and inspiring events, our Aboriginal engagement space is ramping up with exciting developments. </p><p> </p><p>We have welcomed NANI Creative who was commissioned from our call out for an Aboriginal and/or Torres Strait Islander artists to create artwork that represents our journey so far, our values and what we do in the Aboriginal engagement space for IWA’s first Reflect Reconciliation Action Plan. </p><p> </p><p>We held a workshop with NANI Creative to establish themes and develop a creative brief for the development of a design concept and digital artwork. We are pleased to share that work is well under way by NANI with initial concepts revealed to us. Watch this space for more to come on our Reconciliation Action Plan artwork. </p><p><br>Following on from the WA Government’s release of its response to the State Infrastructure Strategy, IWA, in consultation with the Department of the Premier and Cabinet is finalising a framework to support IWA’s function to monitor and report on implementation of the Strategy’s supported recommendations. </p><p> </p><p>The team has also been working in close collaboration with key central agencies on development of the Government’s first 10-year State Infrastructure Program. Please feel free to get in contact should you wish to learn more about what IWA is doing in the Aboriginal engagement space including the Aboriginal cultural heritage, wellbeing and enterprise recommendations outlined in the State Infrastructure Strategy.</span></p><p> </p><hr><p> </p><h3><span>The event scene</span></h3><p>In April our CEO Phil Helberg presented at the Infrastructure Sustainability Council’s Western Australian symposium on delivering WA’s sustainable infrastructure pipeline and IWA’s commitment and approach to sustainability, and progress to-date. </p><p><br>The symposium was attended by sustainability professionals from all over WA with both local and remote presenters from Queensland, Victoria and New Zealand all sharing case studies and project information on how they have applied the IS Rating Scheme to their projects. Sharing knowledge about both successes and challenges demonstrates the value IS Ratings can add to projects and builds collaboration across the industry. It was also great to hear about the efforts being made towards decarbonisation of mining activities from Fortescue, and the potential for mining to learn from the infrastructure sector as well. </p><p><br>Attendees were also treated to a coffee cart delight as IWA was a proud sponsor of the event – as pictured!</p><p> </p><p><img src="https://assets-oce.mkt.dynamics.com/0a5603ca-2247-4f42-8f45-b11ca7dd4e7e/digitalassets/images/15627b4f-c8ef-ed11-8849-002248156bbf?ts=638193847210900600" alt="Coffee cart at Infrastructure Sustainability Council's Western Australian symposium, sponsored by Infrastructure WA" height="338"></p><p> </p><p>IWA’s Chair Nicole Lockwood was a presenter at the recent Roads Australia spotlight on diversity and inclusion event for International Women’s Day. Nicole spoke about how increasing female representation is critical in improving culture and standards across the construction sector. Thank you to Nicole for her insight on helping improve culture and attract diversity. </p><p><br>A panel discussion was held by the Public Sector Network as part of the Innovate WA 2023 Showcase on how working cooperatively will lead to advanced digital capability and results, which our CEO Phil Helberg was a participant.</p><p><br>Phil discussed with the panel about how building trust to share data between the public and private sectors is vital to unlocking these barriers to solve complex business and societal challenges. </p><p> </p><hr><p> </p><h3><span>Our function updates</span></h3><h5><span>Major Infrastructure Proposal Assessment</span></h5><p>After nearly 18 months of operation IWA’s Major Infrastructure Proposal Assessment (MIPA) function is now in full swing, with the team completing assessments on various proposals submitted by state agencies and GTEs as part of the 2023-24 State Budget process. Public summary reports from these assessments will be released by the Government in due course.</p><p><br>Earlier IWA assessments on the <a href="https://www.infrastructure.wa.gov.au/sites/default/files/2023-04/Lumsden%20Point%20General%20Cargo%20Facility%20and%20Logistics%20Hub%20Project%20-%20MIPA%20Summary%20Assessment%20Report.pdf"><span>Lumsden Point General Cargo Facility and Logistics Hub Project</span></a> and the <a href="https://www.infrastructure.wa.gov.au/sites/default/files/2023-04/DPIRD%20New%20Metropolitan%20Facility%20MIPA%20Summary%20Assessment%20Report.pdf"><span>Department of Primary Industries and Regional Development New Metropolitan Facility</span></a> have recently been publicly released. The reports provide a summary of IWA’s findings and analysis on the project business cases and supporting information, while providing relevant advice to the government to support informed investment decisions.</p><p><br>Based on lessons learned during this initial phase of operation IWA is now in the midst of refining the MIPA function and will be releasing updated Guidelines in the coming months.</p><h5> </h5><h5>Monitoring and Reporting on Strategy Implementation</h5><p>Under the IWA Act, IWA is required to report annually on the WA Government’s progress in implementing the State Infrastructure Strategy’s supported and partially supported recommendations. </p><p><br>Following the WA Government response, the team has been working in consultation with the Department of the Premier and Cabinet to finalise our framework to support preparation of IWA’s annual monitoring report. It is anticipated that the first annual monitoring report will be published by November 2023. To learn more about the Strategy’s response and its implementation and future activities, please visit our <a href="https://infrastructure.wa.gov.au/iwa-welcomes-response-state-infrastructure-strategy"><span>website</span></a>. </p><h5> </h5><h5>State Infrastructure Program</h5><p>IWA has been working closely with the Departments of the Premier and Cabinet and Treasury to develop a model for the Government’s first 10-year State Infrastructure Program (SIP) and to prepare its independent advice to help inform the SIP, which is due for release in August 2023. </p><p><br>Under the IWA Act, from 2023 onwards the Government is required to prepare annual State Infrastructure Programs and make them publicly available within 3 months after each State Budget.</p><p><br>The Government is also required to take into account the recommendations in the State Infrastructure Strategy that it supported in its response, and to seek IWA’s advice when preparing the SIP.</p><p><br>IWA’s advice looks beyond the 0-4 year horizon of the State Budget and will focus on significant infrastructure needs and challenges likely to emerge for WA over the 5-10 year horizon.</p><p><br>Stay tuned for its release in August. </p>

IWA welcomes response to the State Infrastructure Strategy

<p>Infrastructure WA (IWA) has welcomed the WA Government’s response to Western Australia’s first ever State Infrastructure Strategy (Strategy), <a href="https://www.infrastructure.wa.gov.au/state-infrastructure-strategy"><em>Foundations for a Stronger Tomorrow</em></a>, released today.</p><p>The WA Government has widely supported the Strategy prepared by IWA, with 98% of the 93 recommendations supported in full, part or in principle.</p><p>The response gives the go-ahead for state government agencies and trading enterprises to now align their strategies, plans, policies and major infrastructure initiatives with the Strategy’s supported recommendations.</p><p>IWA Chair Nicole Lockwood said this was a significant milestone and step forward for both IWA and the Western Australian community.</p><p>“This Strategy provides a central vision and a long-term outlook to guide the planning and delivery of all state government infrastructure over the next 20 years and beyond, Ms Lockwood said.</p><p>“It considers the entire state’s key infrastructure needs and priorities in the context of our global environment, WA’s unique strengths and strategic opportunities, so public funds spent on infrastructure are well targeted.</p><p>“That way we can achieve lasting impacts and tackle big issues like climate change, Aboriginal empowerment, digital transformation and data management, and ensure WA has access to the infrastructure it needs both now and into the future.”</p><p>CEO Phil Helberg said IWA had taken the time, input, insights and ideas of hundreds of people to reach this milestone.</p><p>“IWA consulted with more than 800 stakeholders from government agencies, industry groups, community organisations and individuals, in all corners of our state over more than 2 years, which added greatly to the evidence-based research and investigations, that informed the final Strategy.”</p><p>“Without those rich on-the-ground insights and intelligence, we could not have produced such a holistic, broad-reaching and practical inaugural Strategy for the WA Government and, ultimately, the Western Australian community.</p><p>“The fact that 98% of the report’s recommendations were accepted is a positive reflection on the approach taken, the quality of the recommendations in the Strategy and the broad support amongst stakeholders for the future direction of our state.”</p><p>Now that the WA Government has provided its response to the Strategy the focus will turn to implementing the supported recommendations.</p><p>All of the partially and fully supported recommendations will transition to state government agencies and trading enterprises to lead their implementation.</p><p>Mr Helberg said IWA will lead implementation of a number of recommendations, while also providing high-level advice and assistance to other agencies and enterprises, where required, as they implement the recommendations they are responsible for.</p><p>“In keeping with our requirements under the <a href="https://www.legislation.wa.gov.au/legislation/prod/filestore.nsf/FileURL/mrdoc_42250.pdf/$FILE/Infrastructure%20Western%20Australia%20Act%202019%20-%20%5B00-b0-02%5D.pdf?OpenElement"><em>Infrastructure Western Australia Act 2019</em></a>, (IWA Act) our team will also monitor and report annually on the progress of implementation of the recommendations,” Mr Helberg added.</p><p>“We will also continue to deliver our other responsibilities under the IWA Act, including reviewing major infrastructure proposals valued at $100 million or more, supporting the development of the 10-year State Infrastructure Program, and providing infrastructure-related advice to help realise our state’s enormous potential.”</p><p>You can read the Premier’s media statement <a href="https://www.mediastatements.wa.gov.au/Pages/McGowan/2023/02/WA-Government-releases-response-to-State-Infrastructure-Strategy.aspx">here</a>.</p><p>To read the WA Government Response to the State Infrastructure Strategy, visit: <a href="https://www.wa.gov.au/government/state-infrastructure-strategy-foundations-stronger-tomorrow-wa-government-response-2023">https://www.wa.gov.au/government/state-infrastructure-strategy-foundations-stronger-tomorrow-wa-government-response-2023</a></p>

<h3>From the CEO</h3><p><span>We’ve started 2023 with plenty of news to share at IWA. </span><br> </p><p><span>I am very pleased to welcome the Hon Jay Weatherill AO and Dr Richard Walley OAM to our Board, who both bring diverse experiences and perspectives to round out an already impressive array of expertise. I look forward to an exciting and productive year ahead working with the Board and our other key stakeholders.</span><br> </p><p><span>The most recent news has been the release of the WA Government’s response to </span><a href="https://www.infrastructure.wa.gov.au/state-infrastructure-strategy"><em><span>Foundations for a Stronger Tomorrow</span></em></a><span>, WA’s first State Infrastructure Strategy, which was handed down in the Parliament today. </span><br> </p><p><span>This is a significant milestone for everyone involved in the Strategy’s development and it signals the go ahead for government agencies to start actioning the supported recommendations.</span><br> </p><p><span>It's worth mentioning IWA also has its own recommendations it’s responsible for implementing and we will be busy this year progressing this work, and delivering our other functions.</span><br> </p><p><span>We remain focused on providing strategic infrastructure advice and assistance, so we can help maximise the value of dollars invested in infrastructure in WA and outcomes for the community.</span><br> </p><p><span>Our team continues with major infrastructure proposal assessments and work with the departments of the Premier and Cabinet and Treasury to prepare the first 10-year State Infrastructure Program, and more. </span><br> </p><p><span>2023 will also be the year that IWA finalises its first Reconciliation Action Plan, and I am very pleased with its progress.</span><br> </p><p><span>We are excited about building on this early progress, and I look forward to engaging with you as we continue in 2023.</span></p><p><br><span><strong>Phil Helberg</strong></span><br><span>Chief Executive Officer, Infrastructure WA</span></p><p> </p><hr><p> </p><h3><span>State Infrastructure Strategy response signals go-ahead</span></h3><p><span>Following more than 2 years of engagement with hundreds of stakeholders and extensive analysis of material, IWA has welcomed the WA Government’s formal response to </span><a href="https://www.infrastructure.wa.gov.au/state-infrastructure-strategy"><em><span>Foundations for a Stronger Tomorrow</span></em></a><span> the State Infrastructure Strategy.</span></p><p> </p><p><span>Of the 93 recommendations, there was 98% overall support with 58% supported in full, 40% in part or in principle, and only 2% of recommendations not supported.</span></p><p> </p><p><span>With the response to the Strategy now handed down the focus shifts to implementing the supported recommendations.</span><br><br> </p><p><span>This milestone provides the go-ahead for agencies and trading enterprises to align their strategies, plans, policies and major infrastructure initiatives with supported recommendations.</span></p><p> </p><p><span>IWA will lead implementation of a number of recommendations ourselves, which include accelerating digital transformation and improving planning and coordination of infrastructure, while also providing high-level assistance to agencies.</span></p><p> </p><p><span>We’re also busy finalising a monitoring and reporting framework, which will underpin the Strategy’s implementation over time.</span></p><p> </p><p><span>To learn more about the Strategy’s response and its implementation and future activities, please visit our </span><a href="https://infrastructure.wa.gov.au/iwa-welcomes-response-state-infrastructure-strategy"><span>website</span></a><span>. </span></p><p> </p><p><span>You can also read the </span><a href="https://www.mediastatements.wa.gov.au/Pages/McGowan/2023/02/WA-Government-releases-response-to-State-Infrastructure-Strategy.aspx"><span>WA Government announcement</span></a><span> online. </span></p><p> </p><hr><p> </p><h3><span>Advice aims to bolster Budget proposals</span></h3><p><span>As deadlines for WA’s 2023-24 State Budget process fast approach, IWA is busy reviewing a range of infrastructure-related business cases with a financial value of $100 million or more.</span></p><p> </p><p><span>It’s part of our </span><a href="https://www.infrastructure.wa.gov.au/infrastructure-proposals"><span>Major Infrastructure Proposal Assessment (MIPA) function</span></a><span>, which involves our team providing advice to agencies and working with them to ensure the quality of proposals aligns with the state’s needs and high-level infrastructure outlook. </span></p><p> </p><p><span>With both infrastructure planning and project assessment experience behind us, our team also look to ensure the social, economic and environmental value of proposals are maximised before they are considered in the State Budget process.</span></p><p> </p><p><span>To help agencies develop the best possible business cases, IWA is refining our </span><a href="https://infrastructure.wa.gov.au/sites/default/files/2022-03/2022%2003%2014%20MIPA%20Interim%20Guidelines%20-%20Published_1.pdf"><span>MIPA Guidelines</span></a><span>, which outline how all proposals will be assessed. If you have any input into the MIPA process, please don’t hesitate to get in touch.</span></p><p> </p><hr><p> </p><h3><span>Reconciliation Action Plan comes together</span></h3><p><span>Improving outcomes for Aboriginal people and communities is a commitment that’s flowed throughout our work for the past 3 years and it’s now being formalised as we continue our work towards finalising our draft Reflect Reconciliation Action Plan (RAP).</span></p><p> </p><p><span>IWA’s inaugural RAP will provide a framework for IWA’s reconciliation journey over the coming 12 months.</span></p><p> </p><p><span>Working closely with our RAP co-chair and Aboriginal engagement lead, IWA is planning to strengthen relationships with Aboriginal and Torres Strait Islander people throughout the state.</span></p><p> </p><p><span>It will also map the steps IWA will take to drive our vision for reconciliation forward to not only enrich the way we work, but ensure IWA stays on the right path, accountable and focussed when it comes to improving outcomes for Aboriginal people and communities.</span></p><p> </p><p><span>The next step for our draft Reflect RAP is to progress for review and endorsement by our Board and Reconciliation Australia. </span><br> </p><p><span>Keep an eye on our website </span><a href="https://www.infrastructure.wa.gov.au/news"><span>News</span></a><span> for its release.</span></p><p> </p><hr><p> </p><h3><span>Market capacity solutions emerge</span></h3><p><span>After extensive consultation, robust discussion and in-depth investigation, we’re finalising our capacity review of the construction sector, ready to present to the WA Government in February. </span><br> </p><p><span>The report will capture the input and perspectives of government, industry, unions and others, and is expected to include a number of recommendations aimed at tackling market capacity challenges to improve the long-term sustainability of the state’s infrastructure delivery processes. </span><br> </p><p><span>Recommendations will centre around the following key themes:</span><br> </p><ul><li><span>Public sector infrastructure pipeline transparency</span></li><li><span>Industry culture and wellbeing</span></li><li><span>A more sustainable commercial environment, including greater collaboration, increased productivity, and innovation.</span></li></ul><p> </p><hr><p> </p><h3><span>Board welcomes fresh faces</span></h3><p><span>We are pleased to share 2 new members have joined the IWA Board – the Hon Jay Weatherill AO and Dr Richard Walley OAM. </span><br> </p><p><span>As former Premier of South Australia, Hon Weatherill brings a wealth of relevant experience to the IWA Board, including 16 years as an elected member of Parliament leading a range of portfolios including Treasury, State Development, Education and the Environment. </span><br> </p><p><span>Dr Walley is a Nyoongar man of the South-West region and statesperson who offers rich knowledge and insights as a cultural consultant and lecturer on Aboriginal culture at the University of Western Australia. </span><br> </p><p><span>As these 2 new esteemed members join our Board, we say thank you to 2 departing members – Wayne Zekulich and Andrea Sutton – who have both made significant contributions to IWA’s work</span>.</p>

<h3>From the CEO</h3><p>As we reach the end of the year it's an important time for us here at IWA to reflect on our achievements, and to look ahead to the next chapter of our work. It's only as we sit down to take stock of what we have achieved, that we see how quickly the milestones add up.</p><p> </p><p>Our team welcomed in 2022 with commencement of the statutory function under the <em>Infrastructure Western Australia Act 2019</em> to assess major infrastructure proposals (<a href="https://www.infrastructure.wa.gov.au/infrastructure-proposals">MIPA</a>). Following consultation carried out at the end of 2021 it was great to start the year working with colleagues across government to see how our role could best integrate with related processes and optimise benefits of the function. </p><p> </p><p>The time spent collaborating resulted in the delivery of the Interim MIPA Guidelines, which underpinned our first major assessment of the Geraldton Port Maximisation Project in February. Early next year, we'll again work with agencies to reflect on this first year of operation and consider any necessary refinement of the guidelines. We have also commenced consultation to incorporate selected programs valued at $100 million or more within the function, which will also come into effect during 2023. </p><p> </p><p><img style="border-radius:0px;box-sizing:border-box;display:block;max-height:100%;max-width:100%;" src="https://assets-oce.mkt.dynamics.com/0a5603ca-2247-4f42-8f45-b11ca7dd4e7e/digitalassets/images/fd74f692-a711-ed11-b83d-00224818a3ac?ts=637949615026189391" alt="The IWA team following the tabling of WA's first State Infrastructure Strategy in Parliament."></p><p> </p><p>Also in the new year, we expect to receive the WA Government's response to <a href="https://infrastructure.wa.gov.au/foundations-stronger-tomorrow-state-infrastructure-strategy">Foundations for a Stronger Tomorrow</a>. This will mark a major achievement for IWA and for all who have had input into the landmark State Infrastructure Strategy (Strategy). The inaugural Strategy was tabled in Parliament in August, and the WA Government response to follow will confirm which recommendations are supported - many of which will start to be implemented by state government agencies and government trading enterprises in 2023. </p><p> </p><p>To prepare for this, we've been working on developing a monitoring and reporting framework for the Strategy, to support its implementation, which will be finalised in 2023. </p><p> </p><p>Work has also been ongoing to inform the development of the first 10-year State Infrastructure Program (SIP). This program, prepared by the WA Government with input and advice from IWA, will summarise WA's proposed infrastructure investments for the years covered by the forward estimates, and further out, the key envisaged needs and challenges across the state over the coming decade. The SIP is expected to be released within 3 months following the 2023-24 State Budget. </p><p> </p><p>IWA's advisory role to the Premier and liaison with Infrastructure Australia (IA) has continued, as we work to ensure WA remains well positioned on the national Infrastructure Priority List. This year IWA also provided input to the review of IA, which the Australian Government announced in July, to consider IA's role as an independent adviser on nationally significant infrastructure priorities. </p><p> </p><p>At an operational level, from our new office this year, we were pleased to mark several other milestones, including completing our inaugural Multicultural Plan and starting work on our first Reconciliation Action Plan (RAP). Our team is passionate about progressing our journey towards reconciliation in 2023. </p><p> </p><p>Improving outcomes for Aboriginal people is crucial and it will take significant engagement, effort and time to bring about real change. Through the development of the Strategy, our recommendations have called for better genuine and culturally appropriate engagement with Aboriginal people on the future of infrastructure planning and delivery in this state. I look forward to continuing this journey next year and working closely with stakeholders to see these recommendations come to fruition. </p><p> </p><p><img style="border-radius:0px;box-sizing:border-box;display:block;max-height:100%;max-width:100%;" src="https://assets-oce.mkt.dynamics.com/0a5603ca-2247-4f42-8f45-b11ca7dd4e7e/digitalassets/images/f8b37a80-ea66-ed11-9561-00224818a04b?ts=638043360923353659" alt="IWA's RAP working group with recently appointed co-chair Noel Morich. "></p><p> </p><p>As outlined in the Strategy, climate change is a pressing and complex challenge. Our state’s economy is emissions intensive and ongoing decarbonisation is needed to align our activities and commodities to a net zero emissions future. Achieving decarbonisation will require a collaborative approach from industry stakeholders across the supply chain. IWA will continue to work with Infrastructure Australia and state government agencies and government trading enterprises to consider the reduction of greenhouse gas emissions in infrastructure decision making and investment.</p><p> </p><p>More broadly, our work involves collaboration and consultation with many valued stakeholders. It’s central to everything we do at IWA and is an approach we’ve taken to all of our work this year. We have been out and about – in boardrooms and at events across the state – talking to industry, government, community and more about our work, especially the Strategy. Through the many engagements I’ve personally participated in over the year I’ve met many people who are passionate about the future of infrastructure in this state. I thank all of you who have taken the time to talk, listen, read and offer us your valuable feedback, which has helped to enrich IWA’s work.</p><p> </p><p><img style="border-radius:0px;box-sizing:border-box;display:block;max-height:100%;max-width:100%;" src="https://assets-oce.mkt.dynamics.com/0a5603ca-2247-4f42-8f45-b11ca7dd4e7e/digitalassets/images/3aae61cf-6077-ed11-81ac-00224818a3ac?ts=638061461254454262" alt="IWA rounds out its construction market capacity workshops."></p><p> </p><p>A pressing issue we have consulted on recently is the demand and supply of construction skills, labour and materials in WA, which is impacting the infrastructure agenda. This investigation into construction market capacity involved a recently concluded series of workshops and <a href="https://www.infrastructure.wa.gov.au/workshop-identifies-priorities-tackle-construction-market-capacity-constraints">targeted working group sessions</a> to explore viable solutions. We will now finalise this work and present our findings to the WA Government early in 2023 for consideration. </p><p> </p><p>Commitment to collaboration and information-sharing is an ethos that extends from the top here at IWA and, to that end, I’d like to take this opportunity to acknowledge the leadership of our Chairperson, Nicole Lockwood, and our dedicated Board members who have been working tirelessly for IWA and WA’s infrastructure agenda this year.</p><p> </p><p>I’d also like to thank outgoing Board members Wayne Zekulich and Andrea Sutton, who have been with IWA since its establishment, and have provided significant contributions during their time with us.</p><p> </p><p>The enthusiasm and passion of the team here at IWA is admirable, and I recognise that their dedication has resulted in remarkable achievements in 2022. Workshop identifies priorities to tackle construction market capacity constraints

<p>Greater infrastructure pipeline transparency, improving culture and wellbeing, and establishing commercial principles which emphasise fairer risk allocation and collaboration head the priority list of potential solutions that could unlock capacity within WA’s constrained construction sector.</p><p>The workshop held in early December and hosted by Infrastructure WA was attended by more than 50 representatives from 40 organisations, including industry bodies, unions and state government agencies and trading enterprises.</p><p>Collective minds from across the state and various sectors came together following an initial series of targeted working group sessions to review, discuss and endorse possible reforms to tackle WA’s current and very pressing capacity challenges to improve the long-term sustainability of the state’s construction industry.</p><p>Fifteen potential reforms were presented, before participants were asked to vote on the proposed reforms they would like to see prioritised by the WA Government.</p><p>The voting process pinpointed 3 key priority areas:</p><ul><li>A more consistent and transparent public sector infrastructure pipeline to allow more informed, data-led decision making and project de-risking;</li><li>Access to a greater pool of resources (people, materials, and funding) through improving industry culture and wellbeing, and incentivising investment in new materials and delivery methods; and</li><li>A more efficient and sustainable commercial environment through enhanced collaboration, ensuring fairer risk allocation, and a focus on achieving outcomes to increase productivity and innovation.</li></ul><p>Infrastructure WA CEO Phil Helberg said the positive, robust and collaborative discussion at the workshop was testament to the commitment of all who attended and their desire to develop practical solutions to tackle current market capacity issues.</p><p>“It was pleasing to see so many stakeholders, with different perspectives and priorities, come together with a common drive and purpose to find solutions to address demand for construction labour and materials, which is impacting our infrastructure agenda here in WA,” Mr Helberg said.</p><p>“As the state government body responsible for the state’s overall infrastructure program, Infrastructure WA has been proud to lead this discussion and contribute our evidence-informed position on this issue, which is impacting many people and organisations.</p><p>“Our challenge is to now take the priorities identified through the workshops and look at changes government can make to deliver outcomes that can benefit all sectors, across all regions.”</p><p>IWA will now finalise this work and present its findings to the WA Government early in 2023 for consideration.</p>

<h3>From the CEO</h3><p><span>October and November has been a busy period for IWA as we saw many of our work programs gaining momentum.</span></p><p> </p><p><span>This includes our investigation into market capacity constraints and skills shortages that the construction sector is facing. Following our initial workshop with industry and government stakeholders in September, we have followed on with a series of targeted working group sessions to develop viable solutions for consideration by the WA Government.</span></p><p> </p><p><span>As part of IWA’s </span><a href="https://www.infrastructure.wa.gov.au/sites/default/files/2022-06/IWA%20Annual%20Work%20Program%202022-23_0.pdf">annual work program</a><span>, we have also recently completed a round of engagement with state agencies’ and government trading enterprises’ on their Strategic Asset Plans, which our team reviewed earlier in the year. This work will greatly assist to progressively build a pipeline of longer-term infrastructure priorities and improve the co-ordination and integration of state government strategic asset planning, with a view to strengthening strategic asset management practices and supporting more informed decision making by government.</span></p><p> </p><p><span>The past 2 months have also featured important engagements that we have participated in both locally and overseas, with many of our discussions framed around a growing awareness of the urgency for the infrastructure sector to decarbonise and adapt to the effects of climate change. This is having an acute impact on the infrastructure agenda.</span><br> </p><p><span>To help address this, the WA Government has called on IWA to undertake research and collaborate across industry and government, to develop advice on how best to address these challenges. </span><br> </p><p><span>IWA has since held a workshop with key representatives from more than 70 organisations. The workshop focused on matters impacting project planning, design and delivery, and facilitated discussions to identify viable options. </span><br> </p><p><span>The workshop raised a number of key themes, which became the catalyst for a series of targeted focus sessions with selected key industry and government representatives. Infrastructure needs to be able to withstand disruption and adapt to shocks and stresses such as natural disasters, cyber threats and climate change. </span><br> </p><p><span>He covered some of the critical infrastructure challenges our state is currently facing such as supporting our water sector to move towards climate-independent sources, and how our energy sector will need to support this transition, while undergoing a transformation of its own to renewable and low-emission alternatives. </span><br> </p><p><span>He also highlighted the need to move to a more community-based health system to reduce demand on our hospitals and how more social and affordable housing initiatives can support the vulnerable and reduce pressures on other community and government services.</span></p>

Building government’s strategic planning knowledge

World infrastructure leaders meet in Tokyo with sustainability front of mind

<p>IWA Chairperson, Nicole Lockwood was recently invited to attend the Global Infrastructure Initiative Summit in Tokyo alongside some of the world’s most senior leaders in infrastructure and capital projects, with a focus on creating pathways to sustainable infrastructure.</p><p>Ms Lockwood participated in a discussion about orchestrating a sustainable energy transition and spoke about how governments can lead the way by providing the necessary strategic direction and incentives for new and emerging technologies that will help accelerate transition.</p><p>“Governments have an important role in providing milestones, targets and setting an overall strategic direction for the economy and energy sector wide transition,” Ms Lockwood said.</p><p>“The WA Government announcement in June to cut its own emissions by 80 per cent below 2020 levels by 2030 is setting a great example.</p><p>“This significant target shows leadership for business, industry, and the broader economy to follow,” she said.</p><p>Following the summit Nicole was given a tour of the exciting Toranomon-Azabudai project to get a firsthand view of how infrastructure in Japan is planned, financed and delivered.</p><p>Once complete the building’s electricity source will be supplied from entirely renewable sources and its design will feature ample green spaces to create a sense of wellness.</p><p>Ms Lockwood mentioned industry is increasingly recognising, and responding to, the scale and complexity of the net zero emissions opportunity.</p><p>“While on a significantly larger scale to similar precincts closer to home, the project demonstrates effective energy performance in the built environment to help reach a net zero emissions future,” she said.</p><p>“Examples such as this can provide inspiration for the planning of many projects currently underway, such as the Future of Fremantle project.” Ms Lockwood said.</p>

<h3>From the CEO</h3><p><span>The tabling of </span><a href="https://www.infrastructure.wa.gov.au/state-infrastructure-strategy"><em><span>Foundations for a stronger tomorrow</span></em></a><em> </em><span>in Parliament last month was a significant achievement for IWA and all Western Australians. While we eagerly await the WA Government’s response, the team have been busily progressing our other key work functions.</span></p><p> </p><p><span>We have continued supporting development of and assessing major infrastructure proposals, and are working closely with state agencies and GTE’s to provide ongoing assistance and advice. Since the commencement of this work earlier this year, it’s been pleasing to see the value of this function coming to fruition. As part of this process, we are also receiving live feedback from agencies, which will help us improve and finalise the major infrastructure proposal assessment guidelines in 2023. </span></p><p> </p><p><span>With market capacity constraints and skills shortages continuing to impact the infrastructure sector, the WA Government has requested IWA to engage with stakeholders to better understand these issues and recommend reform measures to address them. I’m pleased to share our first workshop was recently completed and I thank all participants for their valuable time and input. </span></p><p> </p><p><span>IWA has also been working closely with state agencies and GTEs, providing feedback and support following a recent review of their Strategic Asset Plans. This work will assist to progressively improve the quality and integration of state government documents that relate to strategic infrastructure development and decision-making.</span></p><p> </p><p><span>As we look towards the end of the year, we will continue to support the WA Government to prepare WA’s first 10-year state infrastructure program, which will be released approximately 3 months after the 2023–24 State Budget is handed down. Infrastructure WA welcomes major milestone as 20-year Strategy is realised

<p>More than 2 years’ rigorous visioning, consultation and analysis has culminated today in the tabling of WA’s first State Infrastructure Strategy in Parliament.</p><p>The tabling of <a href="https://www.infrastructure.wa.gov.au/state-infrastructure-strategy"><em>Foundations for a stronger tomorrow</em></a> marks a major milestone for Infrastructure WA (IWA) and the beginning of a new chapter for infrastructure planning and delivery in the state.</p><p>The Strategy contains 93 recommendations covering 9 specific infrastructure sectors and 7 cross-cutting themes – all divided into short, medium and longer-term timeframes that reach out to 2042.</p><p>While the Strategy is not a long wish-list of build solutions, it does include significant scale projects or programs recommended for further investigation, planning, business case development and investment.</p><p>These include a digital connectivity program, essential infrastructure in remote Aboriginal communities, sustained social and affordable housing investment to meet demand, health and mental health infrastructure, and exploring initiatives such as bus rapid transit to support urban growth and consolidation.</p><p>It also places an emphasis on non-build solutions, focussing on improving fundamental elements of the infrastructure system, such as governance settings, policies and regulatory reforms.</p><p>IWA Chairperson, Nicole Lockwood, said the Strategy was a first for Western Australia – and that it would underpin government infrastructure investment over the next 20 years.</p><p>“It looks ahead of political cycles and will help maximise the value of every dollar spent – making Western Australia an even more attractive and fulfilling place to live, work, invest, study and visit,” said Ms Lockwood.</p><p>“Over more than two years, IWA has imagined what the future could look like, consulted more broadly than ever before, incorporated extensive input from a range of stakeholders, and established a long-term vision for the state.</p><p>“The Strategy addresses and responds to both future challenges and opportunities, like population growth, climate change, social inequality and economic fluctuations.</p><p>“The recommendations tackle major challenges and aim to deliver improved health and housing outcomes, provide infrastructure opportunities that will improve the empowerment and self-determination of Aboriginal people, support a renewable energy industry, diversify WA’s economic base and much more.”</p><p>As the name suggests, the Strategy is about providing the foundations for a stronger future – the right infrastructure, in the right place at the right time, to support a brighter, more prosperous future for metropolitan and regional WA.</p><p>IWA Chief Executive Officer, Phil Helberg, paid tribute to his team and the hundreds of individuals and organisations across the state who have made a contribution to WA’s first 20-year infrastructure strategy.</p><p>“This was an ambitious undertaking by an agency which takes its responsibility to advise and assist the WA Government with its infrastructure planning and investment seriously,” said Mr Helberg.</p><p>“I also commend the commitment of around 800 individuals and organisations who took the time to meet with IWA or respond to the discussion paper released in 2020. And more than 700 people who, last year, participated in workshops, roundtables and briefing sessions in all regions across the state to explore and provide feedback on the draft Strategy.</p><p>“We were encouraged by the 193 submissions received in response to the draft Strategy and survey results that showed 87% overall support for it,” he said.</p><p><em>Foundations for a stronger tomorrow</em> will provide the long-term infrastructure outlook from which government and the private sector can plan and work for decades to come. Collaboration key in Infrastructure Australia visit

<p>Infrastructure WA (IWA) welcomed Infrastructure Australia (IA) to WA this week as part of their ongoing role of maintaining relationships with infrastructure bodies in other states and territories.</p><p>While with us, the IA team provided an update to our Board on some of their key recent and upcoming activities, joined the Board in a workshop on respect, culture and values led by Dr Richard Walley OAM and his son Alton, and visited several strategic infrastructure sites.</p><p>IWA’s Chief Executive Officer Phil Helberg was enthusiastic about the ongoing opportunities to work closely with IA and its other jurisdictional counterparts.</p><p>“Both organisations discussed mutual topics facing the national infrastructure sector such as climate change, improving data use and sharing, harnessing digital capabilities, addressing market capacity pressures and the consideration of social and environmental benefits in project evaluation,” Mr Helberg said.</p><p>Discussions also focused on how each of the jurisdictions can collaborate to increase the standards of living and provide economic opportunities for Aboriginal people and communities.</p><p>“We looked at the concept of infusing Aboriginal knowledge and culture into infrastructure in the design, delivery and operation of projects. Kaart Koort Waarnginy, Gnarla Biddi and Westport are all great examples of meaningful engagement with Aboriginal people.</p><p>“The ability to share knowledge and work collaboratively is critical to ensuring the right foundations are in place for long-term infrastructure planning, coordination and delivery at a state and national level”, he said.</p><p>The 2 organisations also visited the proposed future Westport site, Fremantle Inner Harbour and Kwinana Desalination Plant. Mr Helberg mentioned how these site visits allow IA and other stakeholders a unique on-ground perspective of how WA is addressing its current and future infrastructure needs.</p><p>“With the importance of improving supply chains, progressing strategic economic development opportunities, and the state’s need to consider climate-independent solutions for water it was great for both teams to get an up-close understanding of how these critical pieces of infrastructure will play a vital role into the future,” he said.</p><p>Mr Helberg also thanked outgoing CEO Romilly Madew who finishes with Infrastructure Australia at the end of July before taking up her new role as CEO of Engineers Australia and welcomed Adam Copp who has been appointed as acting CEO.</p><p>“I would like to thank Romilly on behalf of the team and Board for her support and collaboration with IWA since our inception and wish her all the very best in her new role with Engineers Australia,” he said.</p><p>“I am also looking forward to engaging further with Adam and his team and continuing our good working relationship with IA and our other iBody counterparts into the future”.</p><p>We thank IA and the teams at Westport, Water Corporation and Fremantle Port Authority for hosting the site tours and taking the time to provide their valuable insights.</p><p><em>Photo: From left to right - David Tucker (IA), Liliana Pelle (IWA), Phil Helberg (IWA), Steve Brogan (IA), Adam Copp (IA), Rai Fergusson (IA), Sarah Dagg (IA), Owen Thomas (IWA).</em></p>

<h3>From the CEO</h3><p><span>This year’s State Budget has seen a record Asset Investment Program announced, with $33.9 billion allocated over the next 4 years.</span></p><p> </p><p><span>This significant infrastructure program will be delivered amid the current backdrop of market and supply chain constraints being felt across the country, requiring an even greater focus on improving efficiencies in pre-construction and delivery activities. IWA will be investigating how to address these challenges in the coming months and I look forward to engaging with our stakeholders in this process. </span></p><p> </p><p><span>It is pleasing to see the State Budget’s infrastructure investment aligned to key areas identified by IWA in the development of the State Infrastructure Strategy.</span></p><p> </p><p><span>Statewide infrastructure investment in the health and mental health sector, and support for improving municipal services and increasing appropriate housing in Aboriginal communities will be vitally important to support the wellbeing of the WA community.</span></p><p> </p><p><span>Significant port upgrades in the state’s north, improving and renewing regional road infrastructure and further investment in the regions to attract industry, agricultural research and development, and tourism will grow and diversify regional economies.</span></p><p> </p><p><span>Additional investment for initiatives through the Climate Action Fund will further progress agency and industry sector plans for emission reduction, as well as for new charging infrastructure to support the uptake of electric vehicles, to contribute to WA’s target of reaching net-zero emissions by 2050.</span></p><p> </p><p><span>Further funding towards the Regional Digital Connectivity Program will enable co-investment to improve mobile and internet coverage, not only in WA but also across the country.</span></p><p> </p><p><span>Other announcements included ongoing funding and investment for Westport, METRONET and metropolitan and regional TAFEs – which all have significant associated infrastructure commitments.</span></p><p> </p><p><span>At the Budget estimates hearing that followed, it was also reassuring to hear the Premier detail in Parliament that the WA Government had taken a close look at the recommendations in the State Infrastructure Strategy and had them front of mind when handing down the State Budget.</span></p><p> </p><p><span>Now that we are in the final stages prior to release of the Strategy, I would also like to take this opportunity to provide a brief update on its progress.</span></p><p> </p><p><span>Following submission of the finalised Strategy, the Premier has requested supplementary information that points to major initiatives in the State Budget that may affect the WA Government’s response to the Strategy’s recommendations. This will ensure the Strategy is supported by current information at the point of its tabling in Parliament.</span></p><p> </p><p><span>As soon as this work is complete, the Strategy will be re-submitted to the Premier and then tabled in Parliament.</span></p><p> </p><p><span>In the meantime, the IWA team is progressing with its other core functions, including our new role to assess major infrastructure proposals with a capital cost of over $100 million. Recently our first summary assessment report was published for the </span><a href="https://www.infrastructure.wa.gov.au/geraldton-port-maximisation-project-mipa-summary-assessment-report"><span>Geraldton Port Maximisation Project</span></a><span>.</span></p><p> </p><p><span>Over the coming months, IWA will be commencing work on its inaugural Reconciliation Action Plan with input from leaders and other agencies who have been enriched by their experiences.</span></p><p> </p><p><span>Planning for a WA’s first 10-year State Infrastructure Program has also commenced, which IWA will assist in the preparation of, and be released by the WA Government in 2023.</span></p><p> </p><p><span>We recently released </span><a href="https://consultation.infrastructure.wa.gov.au/governance-and-support/aa74bb1d/"><span>IWA’s stakeholder satisfaction survey</span></a><span> for 2021–22. With significant engagement carried out on the draft Strategy and our major infrastructure proposal assessment function. <p>Infrastructure WA is pleased to announce the appointment of Owen Thomas as its Deputy Chief Executive Officer.</p><p>Mr Thomas brings extensive experience in both land use and transport planning, and a wide range of activities related to strategic planning for major infrastructure projects.</p><p>Since 2015, Mr Thomas has been the Executive Director, Infrastructure Planning and Land Services at the Public Transport Authority, where he has been responsible for leading staff on a range of critical business activities to inform significant state and federal investment decisions.</p><p>Chief Executive Officer, Phil Helberg, the IWA Board and entire team would like to welcome Mr Thomas, who will commence in the role on 30 May 2022.</p>

IWA Chairperson appointed to NBN Co Board

<p>Infrastructure WA has welcomed the announcement of the appointment of its Chairperson, Nicole Lockwood, to the Board of NBN Co as a non-executive director for a 3-year term.</p><p>Ms Lockwood will be involved in overseeing the strategic direction of Australia’s wholesale broadband access network, helping to guide the rollout and ensure Australian’s have access to fast broadband services.</p><p>“I’m excited at the opportunity, Western Australia needs to plan for new industries and make the most of its existing infrastructure asset base. Access to fast broadband will play a vital role”, Ms Lockwood said.</p><p>IWA Chief Executive Officer Phil Helberg congratulated Nicole on her new appointment.</p><p>“With the importance of digital connectivity and technology in our State Infrastructure Strategy, we’re thrilled Nicole will be representing WA on one of the largest and most complex infrastructure initiatives undertaken in Australia.” Mr Helberg said.</p>

<h3>From the CEO</h3><p>January has been very productive for Infrastructure WA (IWA), highlighted by the finalisation of the <a href="https://www.infrastructure.wa.gov.au/state-infrastructure-strategy">State Infrastructure Strategy</a> and the commencement of our legislated function to assess major infrastructure proposals.</p><p> </p><p>This year, once the Strategy is accepted by Government, we will begin working with state agencies and government trading enterprises (GTE) to identify the support required for implementing the Strategy’s recommendations and the mechanisms necessary to monitor and report on this progress.</p><p> </p><p>IWA’s Major Infrastructure Proposal Assessment (MIPA) function also commenced in January. This function assesses infrastructure proposals with a capital cost of $100 million and more to provide the WA Government with sound and robust advice before an investment decision is made.</p><p> </p><p>To support this new process, IWA released <a href="https://www.infrastructure.wa.gov.au/infrastructure-proposals">Interim Guidelines, and frequently asked questions</a> to provide state agencies and GTEs with guidance on how to navigate the MIPA requirements and the assessment process.</p><p> </p><p>In coming months the team will commence early preparations for the future release of WA’s 10-year State Infrastructure Program (SIP). The SIP will provide a well-informed, ongoing pipeline of infrastructure proposals which will be updated annually. The first SIP is required to be released by the Premier within 3 months of the 2023–24 budget.</p><p> </p><p>IWA is also about to commence work in collaboration with the Department of Treasury to conduct an annual review of state agency and GTE Strategic Asset Plans. This work is part of IWA’s broad engagement across state government to progressively improve strategic infrastructure planning in the state. The review will also feed into, and integrate with, other IWA functions, such as the development of the SIP and implementation of MIPA.</p><p> </p><p>I would also like to take this opportunity to inform you that <a href="https://www.infrastructure.wa.gov.au/infrastructure-wa-moving-office">IWA is moving offices</a> from its current location Dumas House, to 108 St Georges Terrace, Perth. Our first day in our new premises will be on Monday 21 February 2022.</p><p> </p><p>During the transition our services will continue without interruption and our contact details will remain the same, except for our PO Box which will be discontinued. As of Monday 21 February we will be located at Level 41, 108 St Georges Terrace, Perth.</p><p>Telephone and email contact details will remain the same, however the PO Box will be discontinued. All mail can be directed to the office address noted above.</p><p>Please also note that we will be requesting that visitors to our new premises provide evidence of their COVID-19 vaccination or exemption when or prior to attending the office. If evidence can’t be provided for any reason, other arrangements can be made, for example a MS Teams meeting in lieu of a face-to-face meeting at the IWA office.</p>

<h3>From the CEO</h3><p><span>2021 has been a productive and rewarding year for IWA.</span></p><p> </p><p>The year started with the team busily assessing, evaluating and testing feedback from our Discussion Paper consultation, which helped shape the State Infrastructure Strategy and its recommendations.\</p><p> </p><p>While our public submission period had closed in September 2020, there were still many conversations had through to April 2021, where <a href="https://www.infrastructure.wa.gov.au/recent-engagement-sees-peak-body-leaders-get-their-thinking-caps">various sessions with our peak industry expert and government reference groups and individual agencies</a> were held to better understand the priority infrastructure needs and opportunities across the state, and to test the various build and non-build infrastructure responses.</p><p> </p><p>The expertise of these groups and individual agencies continued to be called upon as the draft Strategy was finalised and released by the Premier Mark McGowan MLA on 21 July 2021, to a forum of more than 900 guests.</p><p> </p><p>The release of the draft Strategy, <a href="https://www.infrastructure.wa.gov.au/infrastructure-wa-celebrates-arrival-foundation-strategy"><em>Foundations for a Stronger Tomorrow</em></a>, marked the start of another intensive consultation and comment period.</p><p> </p><p>The team visited each of WA’s ten regions to test information gathered was accurately translated into the recommendations and narrative of the draft Strategy. More than 700 people provided feedback and participated in 30 workshops, roundtables and discussion sessions.</p><p> </p><p>Consultation on the draft Strategy <a href="https://www.infrastructure.wa.gov.au/consultation-closes-strong-support"><span>generated rich feedback across all corners of WA</span></a> with broad support for its recommendations. Feedback received has been thoroughly tested with our Board and relevant stakeholders, and I’m pleased to share that the Strategy is in a near final format and ready to progress to the next phase.</p><p> </p><p>We will now commence a new chapter in WA’s infrastructure story, and for the first time, a long-term infrastructure Strategy, shaped by the many voices of industry, government and the community, will be submitted to the Premier for consideration and acceptance. IWA will then eagerly await the WA Government’s response and stand ready to assist and support nominated agencies in the implementation of accepted Strategy recommendations.</p><p> </p><p><strong>I would like to thank all our stakeholders who took the time this year to work with us, share their valuable insight and provide feedback.</strong></p><p> </p><p>While the Strategy has been our primary focus, we have also been finalising preparations for IWA’s assessment of major infrastructure proposals function, which will commence on 1 January 2022. The new function will ensure infrastructure proposals are assessed equitably, while improving the quality of proposals, to maximise the return on investment in infrastructure in WA.</p><p> </p><p>The team has worked in close collaboration with central government agencies in the development of the guidelines and overall establishment of this new function. I appreciate the dedicated time and effort and support agency representatives have given in the creation of this assessment function.</p><p> </p><p>Throughout 2021, we have also continued our provision of advice to the Premier and state agencies on infrastructure proposals, and assisted with submissions to Infrastructure Australia, with 19 WA Government proposals currently on Infrastructure Australia’s Infrastructure Priority List.</p><p> </p><p>I would like to take this opportunity to thank Lance Glare, who recently accepted a role in the private sector, for his dedication, support and hard work in establishing IWA through to finalisation of the Strategy. We wish him all the very best in his future endeavours.</p><p> </p><p>I would also like to thank outgoing Chairperson John Langoulant AO for his leadership and support throughout the year, and congratulate <a href="https://www.infrastructure.wa.gov.au/new-iwa-chairperson-and-board-members-announced">Nicole Lockwood who was appointed IWA’s new Chairperson in October.</a></p><p> </p><p>And of course thank you also to my team at IWA. New IWA chairperson and Board members announced

<p>We are pleased to announce Nicole Lockwood as our new Infrastructure WA Board chairperson.</p><p>Inaugural Board member Terry Agnew has been appointed deputy chairperson and Rebecca Tomkinson, current chief executive officer of the Royal Flying Doctor Service in Western Australia, has been appointed as a new Board member.</p><p>Terms of appointment run until 23 July 2024.</p><p>We thank inaugural IWA chairperson John Langoulant AO who has guided us over the last two years as we got established and embarked on our consultation to develop the State’s first long-term infrastructure strategy.</p><p>John has been appointed Western Australia’s new Agent General and will oversee the State's Investment and Trade Office in London.</p><p>You can read the Premier’s media statement <a href="https://www.mediastatements.wa.gov.au/Pages/McGowan/2021/10/New-Infrastructure-WA-Board-appointments.aspx">here</a>.</p>

Consultation closes with strong support

<p>Hundreds of people have stepped forward to have their say on the draft State Infrastructure Strategy, <a href="https://www.infrastructure.wa.gov.au/sites/default/files/2021-07/Foundations-for-a-Stronger-Tomorrow-Draft-for-public-comment-web-standard_2.pdf">Foundations for a Stronger Tomorrow</a>, released by Infrastructure WA in July.</p><p>Over eight weeks, in excess of 700 people attended 30 events held around the State, including workshops, information sessions and engagement activities. General sentiment during the workshops was both constructive and positive.</p><p>More than 180 people and organisations also completed Infrastructure WA’s online survey, and provided written submissions before the consultation period closed on 15 September.</p><p>While it is still early days as Infrastructure WA reviews the responses, broad support has been received for the draft Strategy’s recommendations.</p><p>Of those who completed the online survey, 87% indicated they supported the Strategy, while only 5% said they opposed it.</p><p><img src="/sites/default/files/inline-images/IWA%20online%20survey%20pie%20chart.jpg" data-align="right" data-entity-uuid="781778a8-54ba-41f7-8d3d-e05ecd04e4a5" data-entity-type="file" alt="Online Survey"></p><p>The feedback received from a wide range of groups, which ranges from industry and community groups to not-for-profit organisations and state and local government agencies, honed in on several key areas of interest, including:</p><ul><li>climate change, environment and sustainability;</li><li>planning and coordination;</li><li>regional development;</li><li>housing;</li><li>transport;</li><li>infrastructure delivery; and</li><li>timing for implementation of the Strategy’s recommendations.</li></ul><p>Infrastructure WA would like to thank each and every individual and group that took the time to review the draft Strategy and provide feedback.</p><p>We are now giving each submission the attention it deserves and considering the responses received against the Strategy’s aims, vision, objectives and scope, with the aim to finalise the State Infrastructure Strategy around the end of the year.</p><p>The final Strategy will be presented to the Premier and then Government will be given time to respond to it, with supported recommendations to transition to relevant agencies for implementation.</p><p>To learn more about the consultation process and the Strategy, visit the <a href="https://www.infrastructure.wa.gov.au/state-infrastructure-strategy">State Infrastructure Strategy page</a>.</p>

<h3>From the CEO</h3><p><br>Following the release of the draft State Infrastructure Strategy <a href="https://www.infrastructure.wa.gov.au/draft-state-infrastructure-strategy"><em>Foundations for a Stronger Tomorrow</em></a>, there has been no time to pause as our public consultation phase kicked into gear.</p><p> </p><p>Our regional roadshows have allowed us to have meaningful conversations aimed at harnessing the unique potential each region has to offer, while our sector specific sessions have brought together government, industry and the community to provide specialist advice and expertise from a variety of perspectives.</p><p> </p><p>In addition, we have also held several online community sessions, to give greater accessibility for people to provide their feedback and reached out to youth groups to hear their views.</p><p> </p><p>These events have been vital to test our recommendations with the wider community and I would like to thank everyone who has engaged with us since the draft Strategy was released.</p><p> </p><p>On a separate note, I would like to congratulate our Chairperson, John Langoulant who has been appointed as WA’s new Agent General and will oversee the State's Investment and Trade Office in London.</p><p> </p><p>John has been instrumental in the establishment of Infrastructure WA, and the development of the State’s first long-term infrastructure strategy. Our discussions focused on improving infrastructure services in remote communities and creating business and employment opportunities for Aboriginal people through infrastructure development – which have been identified as significant matters to address in the draft Strategy.</p><p> </p><p>Visit our <a href="https://www.infrastructure.wa.gov.au/regional-roadshow-series-draft-state-infrastructure-strategy">event page</a> to register for remaining roadshows.</p><p> </p><hr><h3>Roundtables bring wealth of knowledge and expertise</h3><p><br>Our consultation workshops extend further than our regional roadshow sessions.</p><p> </p><p>We have also been holding sector-specific and online community sessions aimed at bringing together representatives across government, industry and the community to help us refine and sharpen the Strategy’s recommendations, and identify any gaps.</p><p> </p><p>Our sessions have included workshops on digital connectivity and technology, health, transport, arts culture sport and recreation, housing, and a specific workshop for youth.</p><p> </p><p>Our final online session, which hones in on the water and energy sectors, is coming up on 14 September.</p><p> </p><hr><p> </p><h3>Youth engagement pivotal to achieving long-term Strategy goals</h3><p><br>Hearing from youth brings a unique perspective to our consultation process, and most importantly helps inform us on what’s important to tomorrow’s future infrastructure users.</p><p>We recently travelled to Beverley to participate in the Wheatbelt Student Leadership Forum, and also held an online workshop for young people under the age of 25 to hear their views on the draft Strategy.</p><p>Read the full story <a href="https://infrastructure.wa.gov.au/youth-engagement-pivotal-achieving-long-term-strategy-goals">here</a>.</p><p> </p><hr><p> </p><h3>Infrastructure Australia releases renewed 15-year plan</h3><p><br>Infrastructure Australia recently released its <a href="https://www.infrastructureaustralia.gov.au/publications/2021-australian-infrastructure-plan">2021 Australian Infrastructure Plan</a>. The new 15-year plan builds on its 2016 plan and looks to leverage the Australian Government’s historic $110 billion infrastructure spend. The plan aligns closely with IWA’s own draft Strategy and includes waste and social infrastructure for the first time.</p><p>It has also completed a major refresh of its <a href="https://www.infrastructureaustralia.gov.au/sites/default/files/2021-07/IAAF%20Fact%20Sheet%20-%20Key%20changes_0.pdf">Assessment Framework</a> for new infrastructure proposals. The new Framework provides a more contemporary approach for making decisions about infrastructure and will help develop high-quality infrastructure proposals for submission. Importantly, it gives greater consideration of social and environmental benefits, which can be difficult to quantify, and places a stronger focus on regional and remote areas.</p>

<p>As part of Infrastructure WA’s consultation on the draft State Infrastructure Strategy <a href="https://www.infrastructure.wa.gov.au/state-infrastructure-strategy">Foundations for a Stronger Tomorrow</a> we recently held a series of engagement activities aimed gaining an understanding of what young people see as the infrastructure priorities for the State.</p><p>The IWA team travelled to Beverley to hold a workshop with the Wheatbelt Student Leadership Forum, a collective of future leaders ranging from class years 6-10.</p><p>Deputy Chairperson Nicole Lockwood noted that hearing about the infrastructure priorities that are important to young people is essential to the long-term focus of the State Infrastructure Strategy.</p><p>“We are learning that having input from young people is enabling organisations to gain a more holistic perspective on challenging topics, so we wanted to adopt this method of thinking with consultation on the draft Strategy,” Ms Lockwood said.</p><p>“The students already have an awareness on important issues such as the effects of climate change, and the need to consider how we can reduce emissions through clean energy alternatives, energy efficiency and supporting the uptake of low and zero emissions vehicles.</p><p>“Involving them in these conversations at an early stage will help their understanding and allow them to proactively influence these topics that will impact their communities.”</p><p>This was followed by an online session specifically for students and young professionals under the age of 25, to test our recommendations from the draft Strategy.</p><p>Recommendations from education, climate change, and arts, culture sport and recreation sectors were canvassed with the group, and participants were asked whether or not they supported the recommendations, and the reasoning for their choices.</p><p>Chief Executive Officer Phil Helberg mentioned engagement with youth and young professionals was an important part of IWA’s activities.</p><p>“It’s important to inform young people, not only to help them understand the draft Strategy, but also to hear from our next generation of leaders who will be the future users of infrastructure and benefit from the decisions we make today,” Mr Helberg said.</p><p>“Over the past 12 months during critical stages of our consultation, we have also consulted with Young Engineers Australia and Ministerial Youth Advisory Committee.</p><p>“These young people come from all corners of our community, and also represent many cultural and diverse backgrounds.”</p><p>Youth groups are encouraged to visit <a href="https://consultation.infrastructure.wa.gov.au/infrastructure-wa/foundations-for-a-stronger-tomorrow/">IWA’s consultation page</a> and have their say before submissions close on 15 September.</p>

Infrastructure WA celebrates arrival of foundation strategy

<p>After more than a year in the making, today marks the release of Western Australia’s inaugural draft State Infrastructure Strategy, <a href="https://infrastructure.wa.gov.au/node/165"><em>Foundations for a Stronger Tomorrow</em></a>.</p><p>Infrastructure WA supports the need to deliver the right infrastructure, in the right place, at the right time, in order to grow the economy, create jobs, and ensure Western Australia is a great place to live.</p><p>The draft Strategy addresses Western Australia’s infrastructure trends, needs and priorities for the next two decades and guides investment decisions being taken right now and over the medium to long term – looking ahead of short-term political cycles.</p><p>It reaches beyond the metropolitan area, leverages Western Australia’s regional strengths and unlocks the strategic opportunities for the whole of the State.</p><p>Infrastructure WA Chairperson John Langoulant AO said he was proud of this milestone achievement for both Infrastructure WA and the Western Australian community.</p><p>“This Strategy sets the State on a long-term path for better outcomes through collaborative and holistic state-wide strategic infrastructure planning and delivery.”</p><p>“Previously, major projects and infrastructure decision-making in this State has, at times, been based on inadequate planning and information. This has in some cases resulted in poor outcomes, costly project delays or cancellations.”</p><p>“The Strategy does not present just a “long list” of infrastructure projects – but what has been made clear is that we must build the State’s infrastructure pipeline on a firm foundation of collaborative plans which incorporate a long-term view as to how service delivery will be enhanced”, he said.</p><p>“It largely deals with getting the basics right and focuses on improving investment decision making so that long-term planning is consistent, aligned and evidence-based.”</p><p>Mr Langoulant also paid tribute to the Infrastructure WA team, noting the Strategy and its extensive consultation program was developed by a relatively small group of specialists, guided under the direction of Infrastructure WA Chief Executive Officer Phil Helberg.</p><p>“On behalf of the Board I would like to extend my sincere thanks to Phil and the team for their enthusiasm, dedication and tireless effort – this draft Strategy is something they can be very proud of” he said.</p><p>As part of the Strategy’s development, Infrastructure WA was committed to capturing the expertise and perspectives of business, government and the community, and carried out a comprehensive engagement program to inform its recommendations.</p><p>Chief Executive Officer Phil Helberg echoed Mr Langoulant’s sentiments, and acknowledged delivery of the draft could not have been possible without this collaboration from many of Western Australia’s business leaders, industry professionals, community representatives, government agencies and trading enterprises.</p><p><em>“</em>To develop a long term outlook for the Strategy, it has been necessary to review the current status of infrastructure planning and delivery in Western Australia as well as form a view on what the future needs and priorities of the state are likely to be.”</p><p>“We were lucky enough to be able to turn to many experts and professionals to test our analysis, and gain their valuable insight and feedback, and I would like to warmly thank them for their advice and support.” Mr Helberg said.</p><p>Mr Helberg also noted this consultation and advice helped shape many of the central themes for the Strategy.</p><p>“Themes that emerged during development of the Strategy such as: managing demand for infrastructure through early intervention; better coordinated planning through data collection and sharing, and; optimising the existing asset base before building new infrastructure underpin many of our recommendations.”</p><p>“There is also significant focus around helping to deliver improved health and housing outcomes, enterprise and opportunity for Aboriginal people, support for a renewable energy industry, diversifying our economic base, and addressing the impacts of climate change.” he said.</p><p>Mr Helberg detailed how the release of the draft also sets the wheels in motion for another consultation and engagement program where Infrastructure WA will visit each of Western Australia’s ten regions.</p><p>“The conversation continues as we embark on an eight-week consultation program around the State.”</p><p>“Infrastructure WA welcomes the community’s input on this next stage of the journey to complete the final Strategy by the end of the year.” Mr Helberg said.</p><p>Foundations for a Stronger Tomorrow, Infrastructure WA’s draft State Infrastructure Strategy is now available for public comment, with submissions closing 15 September 2021.</p><p>A finalised Strategy is anticipated to be provided to the Premier in late-2021 for the Government to consider and respond to before implementation can commence.</p><p><strong>Visit </strong><a href="http://www.infrastructure.wa.gov.au/draftstrategy"><strong>www.infrastructure.wa.gov.au/draftstrategy</strong></a><strong> for further information.</strong></p>

<h3>From the CEO</h3><p> </p><p>The end of May saw us reach another significant milestone as we announced 21 July as the date for the launch of IWA's draft State Infrastructure Strategy at Crown Perth. I'm pleased to confirm the Property Council as our major partner for the launch event. I would like to thank Sandra Brewer, Executive Director of Property Council WA and her team for the hard work they are carrying out in collaboration with us as we prepare for the launch. </p><p> </p><p>I also recognise the Property Council's sponsors Telstra, Urbis, Finbar, Aurizon, Construction Training Fund and Satterley for coming on board this journey. I would like to thank you for your support during this period and look forward to seeing you at the launch of Western Australia's first draft State Infrastructure Strategy.</p><p> </p><p><strong>Phil Helberg</strong><br>Chief Executive Officer, Infrastructure WA</p><p> </p><hr><p> </p><h5>Good asset management a focus</h5><p> </p><p>Recently, our CEO Philip Helberg was invited by the Asset Management Council to present to a collective of representatives from government agencies and trading enterprises who play a major role in looking after WA's public assets. </p><p> </p><p>Phil discussed themes in asset management emerging in the draft Strategy such as improving system maturity and governance arrangements, incentivising good practice and embracing digital technology for better information and data management. </p><p> </p><p>The group also heard from Nigel Gravett from the Public Transport Authority and Brett Belstead from Main Roads Western Australia. </p><p> </p><p>A warm thanks to the Asset Management Council for the opportunity to present.</p><p> </p><hr><p> </p><p>During National Reconciliation Week the IWA team gathered to pause and share views on what actions we can take towards reconciliation. </p><p> </p><p>IWA recognises Aboriginal people have been listening to the land and water for generations, and will play a critical role in guiding future infrastructure development. </p><p> </p><p>As such, we have recognised the importance of Aboriginal cultural heritage, wellbeing and enterprise in developing our draft State Infrastructure Strategy. </p><p> </p><p>During public consultation of the draft Strategy we will be providing further opportunities for Aboriginal people and Traditional Owners, and businesses to participate in, and in the delivery of, our roadshow program. </p><p> </p><p>We will continue to provide updates and further information as we progress. </p><p> </p><hr><p> </p><h5>IWA provides spark for electrical contractors</h5><p> </p><p>Our CEO Phil Helberg recently attended the National Electrical and Communications Association's (NECA WA) Major Contractors Breakfast as the keynote speaker. </p><p> </p><p>NECA WA represents more than 1400 electrical contracting businesses who Phil provided insight into decision-making tools that government applies to investment decisions and also the digital-first approach IWA is recommending for future infrastructure investment. </p><p> </p><p>We hope NECA WA found Phil's presentation engaging and insightful. </p>

Date set for launch of Infrastructure WA’s draft State Infrastructure Strategy

<p>Infrastructure WA is pleased to announce the draft of Western Australia’s first 20-year State Infrastructure Strategy will be launched on Wednesday 21 July 2021 at Crown Perth.</p><p>The official launch of the Draft Strategy will take place at a lunch hosted by the Property Council of Australia.</p><p>It will be followed by a state-wide consultation program with the final strategy to be presented to Government early in 2022.</p><p>The development of WA’s first 20-year State Infrastructure Strategy follows the introduction of new legislation and the creation of Infrastructure WA in 2019.</p><p>Last year, despite COVID-19 restrictions, Infrastructure WA consulted extensively with the community, industry and state and local governments. Strategy on track for mid-year release

<p>Work is continuing apace to prepare IWA’s first draft 20-year State Infrastructure Strategy ready for release mid-year.</p><p>The baseline assessment of agency plans is now complete and, as the program of external discussions and consultation are finalised, work has intensified to put the many proposals, ideas and recommendations through a strategic evaluation process.</p><p>IWA Chief Executive Officer Phil Helberg noted the challenges of developing the State’s first infrastructure strategy, and expects its release will form the foundation from which future strategies will evolve.</p><p>“What is clear is that the challenge is not just about creating a ‘wish list’ of major infrastructure projects, it is about being smarter about how we use our existing asset base and, in particular, maximising the benefits of innovative technology,” Mr Helberg said.</p><p>Mr Helberg also noted emerging themes that will be reflected in the Strategy’s recommendations, which include:</p><ul><li>managing demand on infrastructure through early intervention;</li><li>improving infrastructure planning systems and processes;</li><li>exploring alternative solutions to avoid more costly build options;</li><li>optimising the existing asset base; and</li><li>building new infrastructure as a last option.</li></ul><p>Following the release of the draft Strategy mid-year, there will be another round of consultation, inviting feedback to progress to a final Strategy by the end of 2021.</p><p>The final Strategy will then be submitted to Government for consideration and a response expected in 2022.</p>

<h3>From the CEO</h3><p> </p><p>As we move towards the release of our first draft 20-year State Infrastructure Strategy it seems as if time is speeding up!</p><p> </p><p>Work has continued apace to complete the draft Strategy which we are anticipating will be ready for release mid-year. As our external discussions and consultations are finalised, the work has intensified to put the many proposals, ideas and recommendations through a strategic evaluation process. We expect the first Strategy to form the foundation from which future strategies will evolve. </p><p> </p><p>What is clear is that the challenge before us is not just about creating a 'wish list' of major infrastructure projects. They include: <br> </p><ul><li>the need to manage demand on infrastructure through early intervention;</li><li>improving infrastructure planning systems and processes;</li><li>exploring alternative solutions to avoid more costly build options;</li><li>optimising the existing asset base; and</li><li>building new infrastructure as a last option.</li></ul><p> </p><p><strong>Phil Helberg</strong><br>Chief Executive Officer, Infrastructure WA</p><p> </p><hr><p> </p><h5>IWA to hit the road</h5><p> </p><p>Following the release of the draft Strategy, there will be another round of consultation when we will, once again, be keen to hear what you think of specific elements of our proposed path forward for infrastructure development around the State. </p><p> </p><p>IWA will take a more targeted engagement approach for this next round of consultation, testing the recommendations in the draft Strategy with key stakeholders across WA. </p><p> </p><p>The eight-week consultation period will again include a state-wide roadshow where IWA will inform regional stakeholders in particular on the draft responses and recommendations, inviting feedback to finalise the Strategy by the end of 2021. </p><p> </p><p>The final Strategy will then be submitted to Government for consideration and a response expected in 2022. Once completed and adopted, the Strategy will be tabled in State Parliament, along with Government's response to the recommendations. </p><p> </p><hr><p> </p><h5>IWA Phase 2</h5><p> </p><p>While we are preparing for the release of the draft Strategy, we are also thinking ahead and preparing the phased rollout of IWA's major projects functions. This will be followed by the development of Government's annual rolling 10-year infrastructure program. </p><p> </p><p>Other Phase 2 functions will include implementing, monitoring and reporting on progress of actioning the Strategy, and assisting agencies with agency-level infrastructure planning - in addition to our existing roles with coordinating the State's dealings with Infrastructure Australia at the Federal level. </p><p> </p><p>Once again, thank you to all the agencies, industry and other stakeholders who have contributed to our work and to the draft Strategy process to date. </p><p> </p><p>We look forward to being in touch with you again next month and to the release of what we hope will be a very important blueprint for WA, in mid-2021.</p>

Since our last update at the end of 2020 we released our Consultation Outcomes Report and were well underway in evaluating proposals received from our consultation program.</p><p> </p><p>I'm pleased to share with you this process is approaching its closing stages, with a final tranche of assessment nearing completion. It's been a huge effort by our team to carry out this vital work and I'd like to thank them for their commitment, collaboration and teamwork. Once finalised, we will be in a position to complete preparation of the recommendations for WA's first draft State Infrastructure Strategy. </p><p> </p><p>Developing the Strategy is a task we cannot do alone. <p>IWA has continued its engagement with its State Agencies Working Group hosting a series of one-on-one sessions with senior leaders called on for their specific knowledge and expertise on cross-sectoral, technical, policy and other non-build matters.</p><p>Deputy Chief Executive Officer Lance Glare said these targeted engagements helped IWA to better understand the priority infrastructure needs across the State Infrastructure Strategy’s identified sectors and cross-sectoral themes.</p><p>“Working with the agencies one-on-one allows us to collaborate to identify the priority infrastructure issues over the short, medium and long-term for not just the built form, but also non-build matters.” he said.</p><p>Director of Planning and Strategy Liliana Pelle acknowledged how the sessions provide an opportunity to work with agencies in the early stages to identify any changes to service delivery models and potential infrastructure implications.</p><p>“Not only does it give us a better picture of the long-term strategic issues, going forward, it also helps us to identify responses that align with our opportunity areas for the Strategy.” Ms Pelle said.</p><p>As part of its ongoing engagement program IWA will continue to work closely with all stakeholders to develop the draft SIS, which comprises peak bodies and industry groups along with local, state and federal government agencies.</p><p>The WA community will have an opportunity to provide feedback on the draft Strategy as part of IWA’s public consultation process when it is released around mid-2021.</p><p><em>Photo: From left to right - Ryan Victa, Senior Policy Officer (IWA); Liliana Pelle, Director of Planning and Strategy (IWA); Lance Glare, Deputy CEO (IWA); Niegel Grazia, Deputy Director General (DPIRD); Carl Binning, Executive Director Strategy and Coordination (DPIRD).</em></p>

Recent engagement sees peak body leaders get their thinking caps on

<p>Infrastructure WA recently held its second External Stakeholder Reference Group meeting which brought together peak body leaders to discuss the development of the State Infrastructure Strategy and key opportunity areas for the State.</p><p>The Group forms part of IWA’s important stakeholder engagement framework with their knowledge and experience essential in assisting to build IWA’s 20 year infrastructure strategy.</p><p>CEO Phil Helberg said it was a great opportunity to provide a summary of works undertaken by IWA since the Group first met in October.</p><p>“We were pleased to be able to share where we are at with the development of ‘our vision for 2040’ and also highlight feedback received from our Consultation Outcomes Report,” Mr Helberg said.</p><p>Deputy Chair Nicole Lockwood who facilitated the workshop component of the session said it was fantastic to be able to have experts from a variety of industry sectors working together on future infrastructure opportunities.</p><p>“We split attendees into groups to identify and brainstorm various build and non-build infrastructure responses to the key strategic opportunities,” Ms Lockwood said.</p><p>“Bringing together members who represent different sectors to tackle topics brought unique and more holistic perspectives which was really helpful for us”.</p><p>IWA will continue its ongoing engagement program and plans to meet with the group again before the release of the draft Strategy which is expected mid-2021.</p>

Western Australians have their say on the future of infrastructure in the State

<p>Infrastructure that assists to diversify WA’s economy, contributes to improved health outcomes, addresses climate change and delivers digital connectivity to our regions all feature in Infrastructure WA’s (IWA) <a href="https://infrastructure.wa.gov.au/discussion-paper-consultation-outcomes-report"><em>Discussion Paper: Consultation Outcomes Report</em></a>.</p><p>The report, released today, summarises feedback from IWA’s wide-ranging consultation program on its <em>A Stronger Tomorrow - State Infrastructure Strategy Discussion Paper</em> which concluded in late August this year.</p><p>From its consultation process, IWA received more than 140 submissions on its Discussion Paper, had more than 520 attendees at its workshops and also surveyed nearly 600 Western Australians via its online survey.</p><p>Chairman, John Langoulant was pleased to share this information with the WA community, which will help shape the State’s first infrastructure strategy.</p><p>“It’s clear the WA community are passionate about the future of infrastructure and are well-aware of the challenges we face to ensure infrastructure decisions are both economically sound and contribute to a better future for all Western Australians,” Mr Langoulant said.</p><p>“Feedback from respondents indicated many of our regional areas lack quality digital connectivity. Not only does this stifle advancement in industry and innovation, it also means people living in regional or remote areas may have additional challenges in accessing services such as health and education, which are increasingly being offered online.”</p><p>“Putting digital solutions front of mind can improve efficiency and minimise costs and impact on business, community and the environment”.</p><p>Chief Executive Officer, Phil Helberg also noted environmental considerations raised by respondents such as the need for WA to shift towards a clean energy future, address water security and consider how infrastructure will mitigate and adapt to climate change.</p><p>“Emerging technologies in renewable energy combined with solar and wind energy sources and the availability of land have the potential to develop regional areas, diversify our resources and mining-dependent economy, grow supply chains within WA and into global markets, and assist the State Government’s aspiration for net zero emissions by 2050.”</p><p>Infrastructure that connects communities and improves health, education and social well-being were also prominent in feedback.</p><p>“While transport links that connect markets and supply chains were considered important, active transport infrastructure that supports walking, cycling and connects to our public transport system to reduce congestion also featured highly,” Mr Helberg said.</p><p>“It was noted that providing easily accessible and high-quality education has a linkage to improved liveability and wellbeing. This extends to better use of existing assets and investigating the viability of shared or multiple use of community facilities”.</p><p>Many people stated historically there was a perceived lack of strategic vision for infrastructure in WA, and the State Infrastructure Strategy should provide this direction where necessary.</p><p>“We have listened to this feedback and strengthened our objectives which guide the Strategy, to ensure they are clear and outcomes based,”</p><p>“I would like to thank the many industry and community groups, government agencies and the WA community, not only for its valuable feedback, but also the ongoing support it has provided us on this journey towards WA’s first State Infrastructure Strategy.” Mr Helberg said.</p><p>IWA will now move forward in preparing a draft State Infrastructure Strategy which it intends to unveil to the public for consultation in mid-2021.</p>

IWA looks back on a year of achievements as it delivers its first Annual Report

<p>The establishment of Infrastructure WA (IWA) and the release of our Discussion Paper, which will pave the way towards the State’s first 20-year infrastructure strategy, are just some of the highlights featured in IWA’s first Annual Report.</p><p>Highlights from this year’s report detail the <em>Infrastructure Western Australia Act 2019</em> officially commencing in July last year, and the appointments of our first 15 staff members and ten-person inaugural Board.</p><p>Chairman, John Langoulant thanked staff and the Board for their dedication over the 12-month period as IWA progresses towards the development of the State Infrastructure Strategy.</p><p>“The release of our Discussion Paper in June saw the team visit many areas across our great State to tap into the rich knowledge and experience within industry, the community and all levels of government,” Mr Langoulant said.</p><p>“This consultation work will be used to inform the next 20 years of infrastructure in Western Australia.</p><p>“I’d like to take the opportunity to thank the very capable team of people who have agreed to work for IWA and for their considerable achievements this year.”</p><p>The <a href="https://www.infrastructure.wa.gov.au/sites/default/files/2020-09/InfrastructureWA_Annual_Report_2019-20_0.pdf">IWA Annual Report 2019-20</a> is available on our website.</p>

Hundreds have their say at workshops

<p>During July and August 2020, as part of the engagement program to support the release of <a href="https://www.infrastructure.wa.gov.au/sites/default/files/2020-06/40681%20INFWA_InfrastructureWA_Discussion_Paper_FINAL.pdf">A Stronger Tomorrow: State Infrastructure Strategy Discussion Paper</a>, IWA hosted a state-wide workshop series. We travelled the length and breadth of WA to gain a better understanding about the medium and long-term infrastructure needs and priorities in different areas and by different sectors.</p><p>In our visits to Karratha, Broome, Exmouth, Geraldton, Kalgoorlie, Northam, Mandurah, Bunbury, Albany and Perth, as well as via three online workshops, we heard from a terrific cross-section of community, government, industry and not-for-profit groups about the issues they believe are important for IWA to consider when developing our 20-year State Infrastructure Strategy.</p><p>We asked 450+ workshop participants to identify the regional and state-wide infrastructure priorities and encouraged them to think about the different approaches to deliver them, for example, whether something needs to be built or whether there might be non-build options, such as through policy, governance, funding reforms etc to achieve them. We then encouraged them to reconsider this against a number of different scenarios, all of which could possibly have an impact on future infrastructure planning - something that we will also have to do to prepare the Strategy.</p><p><strong>What we heard..</strong></p><p>The 15 workshops that we hosted generated a sizable amount of feedback, something we are now (in mid-August) working our way through. We can however say that there were some key themes that were raised by people in most, if not all, regions. These included:</p><ul><li>transport;</li><li>digital connectivity and telecommunications;</li><li>energy;</li><li>industry; and</li><li>governance.</li></ul><p>Waste, security of water supply, decentralisation and social and affordable housing were other commonly discussed topics.</p><p>Across the remainder of August, September and October the IWA team will be analysing all of the feedback that has been received during the formal consultation period, including survey responses, online submissions, project and program ideas as well as the outcomes from the workshops. A Consultation Report will be made available via our website upon the completion of this work.</p>

These roles are predominantly in Western Australia but also in the Northern Territory and at the national level.</p><p>In 2018 John led a Special Inquiry into the Western Australian Government’s Programs and Projects across the period 2008-2017. In 2007 he chaired the Major Stadia Taskforce which gave rise to the development of Optus Stadium and has undertaken other inquiries for the Western Australian and Northern Territory Governments.</p><p>John was recognised as an Officer of the Order of Australia in 2010 for distinguished service to business and commerce, particularly through his leadership and management roles and to the community of Western Australia. He is leading the establishment of this new body, and is working closely with the Infrastructure WA Board to begin work on developing Western Australia’s first State Infrastructure Strategy.</p><p>Prior to this his, he led a number of key infrastructure and economic reforms in a senior role at the WA Department of the Premier and Cabinet. This included the design and creation of Infrastructure WA, the first whole-of government framework for Market Led Proposals for WA, preparing a State Economic Development Framework - Diversify WA, and negotiations with the Commonwealth and Infrastructure Australia on Federal infrastructure funding.</p><p>Lance has over 20 years of experience across the three levels of government in four States and Territories, including leading development of the first Queensland Infrastructure Plan and an associated Economic Development Strategy. In 2015, Adrian left IPA to serve as the Executive Director of Policy and Research at Infrastructure Australia – the Commonwealth Government’s statutory infrastructure body.</p><p>At Infrastructure Australia, Adrian led the development of the Australian Infrastructure Plan – a 15 year reform map for Australia’s infrastructure markets, alongside other major reports and studies – and enjoys strong, trusting relationships across the business, political and public sectors.</p><p>Adrian was appointed as IPA’s Chief Executive Officer in March 2018.</p>

He has also held Chief Executive positions with Australian Capital Equity, the Chamber of Commerce and Industry of Western Australia and the Oakajee Port and Rail project.</p><p>John currently holds non-executive director positions across a diverse portfolio of public, private and not for profit businesses. These roles are predominantly in Western Australia but also in the Northern Territory and at the national level.</p><p>In 2018 John led a Special Inquiry into the Western Australian Government’s Programs and Projects across the period 2008-2017. In 2007 he chaired the Major Stadia Taskforce which gave rise to the development of Optus Stadium and has undertaken other inquiries for the Western Australian and Northern Territory Governments.</p><p>John was recognised as an Officer of the Order of Australia in 2010 for distinguished service to business and commerce, particularly through his leadership and management roles and to the community of Western Australia. In 2011 he was recognised in the Citizen WA Awards for his services to business.</p><hr><p><img src="/sites/default/files/inline-images/Nicole%20Lockwood%20Pic2_3.jpg" data-entity-uuid="a463b3b4-73b7-45c5-8c97-c5dc39c8d49c" data-entity-type="file" alt="Nicole"></p><p><strong>Nicole Lockwood</strong><br>Deputy Chairperson<br>Infrastructure WA</p><p><span lang="EN-US">Nicole was appointed as Deputy Chairperson of Infrastructure WA in July 2019.</span></p><p><span lang="EN-US">With a background in law and regional economic development, she works with Government and the private sector to develop long-term infrastructure plans to secure the future prosperity and liveability of our cities and regions.</span></p><p><span lang="EN-US">Nicole is the Independent Chair of the Westport Taskforce charged with planning the infrastructure to drive the freight future of Western Australia's South West for the next 50 years and beyond.</span></p><p><span lang="EN-US">She is also the Chair of the Freight and Logistics Council and a Board member of the Water Corporation. He is leading the establishment of this new body, and is working closely with the Infrastructure WA Board to begin work on developing Western Australia’s first State Infrastructure Strategy.</p><p>Prior to this his, he led a number of key infrastructure and economic reforms in a senior role at the WA Department of the Premier and Cabinet. This included the design and creation of Infrastructure WA, the first whole-of government framework for Market Led Proposals for WA, preparing a State Economic Development Framework - Diversify WA, and negotiations with the Commonwealth and Infrastructure Australia on Federal infrastructure funding.</p><p>Lance has over 20 years of experience across the three levels of government in four States and Territories, including leading development of the first Queensland Infrastructure Plan and an associated Economic Development Strategy. Her areas of research focuses on infrastructure, governance, mobility, planning and development.</span></p><p><span lang="EN-US">Marion is the CEO for think tank organisation Committee for Perth, a board member of Infrastructure Australia and an Adjunct Senior Research Fellow at The University of Western Australia. In 2015, Adrian left IPA to serve as the Executive Director of Policy and Research at Infrastructure Australia – the Commonwealth Government’s statutory infrastructure body.</p><p>At Infrastructure Australia, Adrian led the development of the Australian Infrastructure Plan – a 15 year reform map for Australia’s infrastructure markets, alongside other major reports and studies – and enjoys strong, trusting relationships across the business, political and public sectors.</p><p>Adrian was appointed as IPA’s Chief Executive Officer in March 2018.</p>

Infrastructure WA Chief Executive Officer appointment

<p>Infrastructure WA is proud to announce that senior infrastructure professional Philip Helberg has been appointed as Chief Executive Officer for a five-year term commencing on August 1, 2020.</p><p>Mr Helberg's role will focus on providing expert infrastructure advice to the Premier and State Government on the planning and implementation of infrastructure priorities and initiatives.</p><p>As a former Deputy Director General at the Department of Finance, Mr Helberg led Building Management and Works, and the Strategic Projects arm of the agency, driving significant sector-wide reforms in infrastructure planning and development.</p><p>With diverse experience across both the public and private sectors, Mr Helberg has previously overseen annual infrastructure programs in excess of $1 billion.</p><p>The Board would like to acknowledge and thank Lance Glare for his leadership as the Acting Chief Executive Officer since August 2019, and for the significant contribution he has made in the development of Infrastructure WA.</p><p><a href="https://www.mediastatements.wa.gov.au/Pages/McGowan/2020/06/Infrastructure-WA-chief-executive-officer-appointment.aspx">Read the full Premier's statement.</a></p>

Infrastructure WA: Creating the 20 year strategy

It affects everything – from our economic prosperity as a state, through to how and where we spend our leisure time, the way we move around and our ability to connect, as both individuals and organisations.</p><p>For too long Western Australia has lacked a long-term vision that sets out the infrastructure blueprint for our state. That changed in mid-2019 with the passing of legislation that saw the creation of Infrastructure WA, an expert body formed to provide advice and assistance to Government on the needs and priorities for infrastructure.</p><p>The work that Infrastructure WA is undertaking is unprecedented in this state.</p><p>Tasked with the development of a 20-year State Infrastructure Strategy, Infrastructure WA will be opening the door to a state-wide conversation with the release of its first publication – a discussion paper – on 20 April.</p><p>The event will be opened by the Hon Mark McGowan MLA, Premier of Western Australia, whose Government delivered on a key election commitment by enshrining Infrastructure WA into legislation.</p><p>Infrastructure WA Chair John Langoulant AO will introduce the discussion paper, outlining why this is an important milestone in the development of the Strategy.</p><p>This will be followed by an insightful panel discussion featuring:<br>• Hon. Infrastructure WA hits the road again

<p>Infrastructure WA will be visiting Karratha, Geraldton and Kalgoorlie in February 2020 for a series of Regional Stakeholders Engagement Forums as part of an ongoing regional engagement program.</p><p>The sessions will give stakeholders in the Pilbara, Mid West and Goldfields Esperance regions the opportunity to find out about Infrastructure WA’s early operation and the development of Western Australia’s first <a href="http://www.infrastructure.wa.gov.au/state-infrastructure-strategy">State Infrastructure Strategy</a>.</p><p>There will be presentations from Infrastructure WA Chairperson John Langoulant AO and Deputy Chairperson Nicole Lockwood (Karratha), along with Acting CEO Lance Glare.</p><p>Presentations will be followed by an open engagement forum.</p><p>Places are limited, and registration is essential. <p>Dear stakeholders,</p><p>It has been an extremely busy four months or so since the establishment of Infrastructure WA (IWA) in late July. The inaugural <a href="https://www.infrastructure.wa.gov.au/about-us/infrastructure-wa-board">IWA Board</a> has now met four times, with another Board Meeting taking place on the 13th of this month. In November we undertook a corporate strategy planning session, which will set IWA’s long-term direction.</p><p>Among the items for discussion were IWA’s purpose and values, its vision, goals and how we measure success. We also discussed the direction of the development of WA’s first State Infrastructure Strategy (SIS). The outcome will be a corporate strategy, which we expect to make available on our website early in the new year.</p><p>IWA staff and Board have been actively engaging with stakeholders over recent months. A series of roundtable meetings have taken place with State Government agencies and Government Trading Enterprises. Myself, Deputy Chair Nicole Lockwood and Acting CEO Lance Glare have also been hosted by many of these agencies at their internal meetings. Also in attendance was <a href="http://www.infrastructureaustralia.gov.au/">Infrastructure Australia</a> CEO Romilly Madew AO, who took time to visit the IWA offices while in WA. Continuing to build strong links with key stakeholders, including Infrastructure Australia, will be crucial to IWA’s progress in 2020. We look forward to hosting Romilly again soon.</p><p>The last few weeks have seen Nicole, Lance, myself and a number of IWA staff visiting Broome, Bunbury and Albany for an initial round of <a href="http://www.wa.gov.au/government/announcements/regional-visits-offer-insights-infrastructure-wa?utm_source=Newsletter&utm_medium=Mailchimp&utm_campaign=December">Regional Stakeholder Engagement Forums</a>. The visits enabled us to introduce IWA to regional stakeholders, and most importantly, hear their initial views on what IWA and WA’s first SIS should address. What we are hearing is that the development of the SIS is most welcome and well overdue. The forums have been a great success, with almost 150 people in attendance. If you were unable to attend one of these sessions, more are planned for early next year at different locations across WA. The presentations from the forums are now <a href="http://www.infrastructure.wa.gov.au/infrastructure-wa-regional-stakeholders-engagement-forums-presentations">available on our website</a>. We are keen to get feedback from delegates so that we can make next year's engagement sessions even better. As well as formally introducing the Board to the Premier for the first time, I was able to give him an update on IWA’s progress and operations to date.<br>It was good to hear the Premier’s views on the future direction of infrastructure in the context of the Government’s agenda and how important it will be in driving WA’s future success. This year has been extremely busy for all involved with the establishment of IWA, and 2020 promises more critical developments, in particular the release of a SIS Discussion Paper around the second quarter of the year.</p><p>As well as the development of the SIS Discussion Paper, 2020 promises more ongoing engagement with a raft of stakeholders on various issues affecting WA’s infrastructure, where it needs to get to and how IWA can help to get it there. Myself and the other Board members along with IWA staff are looking forward to continuing to get out and meet as many of you as possible next year, to hear your views and keep the conversation going on infrastructure matters in WA. Infrastructure WA Update: October 2019

<p>Welcome to the latest newsletter update from Infrastructure WA.</p><p>We are continuing to progress engagement with key stakeholders from government, industry and the wider community, and we are pleased to announce that our website has now gone live at www.infrastructure.wa.gov.au</p><p>This is where you will find the latest on our work to develop Western Australia’s first 20-year State Infrastructure Strategy (the Strategy), information on our Board and where we have been out consulting in the infrastructure sectors. We will add additional news, upcoming events and information to the website over coming months as our work progresses.</p><p>Since being established in late July 2019, the Infrastructure WA Board has met three times, with many establishment responsibilities now finalised. The Board’s early focus is on planning for the 20-year Strategy. We anticipate the development of the Strategy will be approximately a two-year process.</p><p>Members of our Board and the Infrastructure WA team have also started roundtable engagements with key government entities over the last month or so, meeting with a wide range of agencies and government trading enterprises.</p><p>A number of common themes, challenges and opportunities are already emerging from the roundtables, and we look forward to exploring these more with our stakeholders. We will also commence early regional engagements in November, with further regional engagement opportunities to continue into 2020.</p><p>We are taking a highly collaborative and consultative approach to the development of the Strategy. <p>On the 29 July 2019, the Premier announced the appointment of the first Infrastructure WA Board, comprising four government members and six non-government members. Appointments include John Langoulant AO as Chairperson and Nicole Lockwood as Deputy Chairperson. <p>On 14 June 2019, Premier Mark McGowan announced that the Infrastructure Western Australia Bill 2019 had successfully passed through the Western Australian Parliament.</p><p>Infrastructure WA, which was a key election commitment of the McGowan Government and part of its 'Plan for Jobs', will prepare the State's first long-term infrastructure plan. The passing of the Infrastructure WA Bill 2019 cleared the way for the statutory body to be established and start the important work on preparing its 20-year strategy, which will outline what infrastructure is needed for our growing State.</p><p>"WA has long needed this level of planning to get the State back on track - provide certainty to industry and encourage private sector investment, which all helps grow our economy and create jobs," the Premier said.</p>

Experts sought for Infrastructure WA Board positions

<p>On the 21 May 2019, the McGowan Government called for expressions of interest to join the Infrastructure WA Board, to provide expert advice to the WA Government on the State's long term, job-creating infrastructure priorities.</p><p>The Board of up to 10 members comprises both public and private sector representatives.</p><p>As the governing body of Infrastructure WA, the Board will advise on the State's infrastructure needs and priorities, and ensure maximum value from every dollar spent by government agencies on major proposals.</p>
The McGowan Labor Government called for expressions of interest to join the Infrastructure WA Board, to provide expert advice to Government on infrastructure matters.
