69. Support long-term investment decision-making for the state’s freight rail network over the remainder of the lease period, consistent with Recommendation 40b in the Infrastructure delivery chapter, by:
- implementing a structured approach to planning and consideration of public contributions towards proposals for expansion of the network, supporting government contributions by exception under limited circumstances
- pursuing further investigations, including for:
- WA Agricultural Supply Chain Improvements
- Kalgoorlie Rail realignment.

Brookton and Broomehill rail sidings completed. Moora, Konnongorring and Cranbrook rail sidings are under construction. The Project Proposal Report for the Midland Line Carnamah - Mingenew rail upgrade will be submitted to the Commonwealth by the end of 2024. Funding priorities for the Tier 3 line project is pending.

Procurement is progressing to support development of a detailed business case for the Kalgoorlie Rail Realignment Project, with contracts anticipated to be awarded in July 2024.

The Kenwick Intermodal Terminal will be operational by the end of 2024. Future intermodal terminal work by DoT is pending until a Government investment decision regarding Westport is made.
