Recommendation 64

Implement further measures that support the State Electric Vehicle Strategy for Western Australia

Recommendation

64. Reduce the environmental impacts of road infrastructure use and achieve a higher uptake rate of low and zero emissions vehicles by implementing further measures that support the State Electric Vehicle Strategy for WA, including:

  1. setting a more ambitious target for the WA Government light vehicle fleet uptake
  2. accelerating the transition or conversion of other state government vehicles to low and zero emissions technologies, including specialised fleets of public transport buses and emergency services vehicles    
  3. expanding the rollout of charging infrastructure on government land and buildings, including at train station car parks
  4. supporting the private sector to provide charging infrastructure, including in the Perth CBD through the Perth Parking Management Act 1999 and through planning system policy reforms. 
WA Government response

The WA Government responded to Foundation for a stronger tomorrow in February 2023. Recommendation 64 is partially supported. For further information please refer to the response document.

Actions:

64.92.1 Meet the established targets for conversion of the WA Government light vehicle fleet to electric vehicles (established target - 25% of eligible vehicles bought in 2025/26 to be EVs)

64.92.2 Develop and propose policy for the establishment of more ambitious targets including interim target(s) for conversion of the WA Government light vehicle fleet to electric vehicles (EVs) through the State EV Strategy, beyond the established target, in line with the 2032 timeframe for delivery

64.93 Draft a policy for electric vehicle charging infrastructure

64.94 Develop road reserve access agreements to allow solar powered electric vehicle charging infrastructure to be installed

64.92.1 On schedule
A team has been established within DoF to lead essential initiatives that will enable state agencies to achieve the enhanced EV target by 1 July 2025. A business case is being developed for determining the long-term strategy for expanding charging infrastructure across the government accommodation portfolio.

64.92.2 On schedule
The target has been increased from 25% to 50% of the State Fleet to be zero tail pipe emissions vehicles in eligible categories by 2025-26. Work has yet to commence on a target to transition the full State Fleet to zero tail pipe emission vehicles.

64.93 Complete
Action is complete. The EV Charging Infrastructure Position Statement was released on 6 March 2024.

64.94 On schedule
A Memorandum of Understanding (MOU) has been established to allow Horizon Power to proceed with construction of charging infrastructure within Main Roads WA road reserves. Formal access requirements are progressing.
